Please find attached our request to participate in DWQ Express Review for the project known as Forty-Wade Townhomes
located off Wade Park Blvd. at 1-40 and Wade Avenue in Raleigh (per the below). We are requesting a 401 and Neuse
Buffer Authorization associated with 3 sewer line connections into an existing City of Raleigh sewer line located along the
eastern property boundary of the proposed project.

We took over a project from Withers & Ravenel a while back called Forty-Wade Townhomes (). We are trying to get our
hands around what was permitted, what is expired, and what may need to be permitted. The Withers plan set references
a DWQ Project # 06-0961 issued on August 7, 2006 (not sure if it was 401 permit or Neuse Buffer determination/auth.)
and it references a Corps AID # 2006-20546-292 issued July 27, 2006, and references NWP 12 & 39. Attached is the
proposed site plan, and the roads / stream crossings have been constructed, and that is it. The sewer line on the
southern property boundary needs to be installed and I am thinking any permit(s) have expired for this project.
I am thinking we will need a NWP 39 / 401/ and Neuse Buffer authorization at this point. If this project rings a bell, any
filler information would be much appreciated; and will likely set up a pre-application meeting for this project.

2j. Provide a brief description of this project (attach a site plan): The proposed development is located off of Wade Park
Blvd, at the SE corner of the intersection of I-40 and Wade Avenue in Raleigh, NC. Development on this site (Lots 4
and 5) is part of the overall 40/Wade Master Planned Community and will consist of the construction of residential
townhomes, along with associated street, sidewalk, sewer line installation, utilities, and SW management infrastructure.
The proposed development is located within the Neuse River Basin, and ultimately drains to Richlands Creek, classified
as C,NSW. A 401 WQ Cert was approved by NCDWQ for the overall 40/Wade Master Planned Community (DWQ
Project # 06-0961). Under the 401 WQ Cert issued by NCDWQ, the proposed site is required to comply with both
stormwater management plan and diffuse flow requirements. Final stormwater management plans/calculations will be
reviewed/approved by the City of Raleigh, and the diffuse flow plan has recently been approved by NCDWQ. Wade
Park Boulevard and associated stream crossings are installed. There are however, 3 locations in which the project will
tie into an existing City of Raleigh sewer line that runs parallel to the buffered stream channel on the eastern portion of
the property, and there is one proposed stream crossing and 3 minor buffer impacts associated with this installation.
This Express Review request is specifically for review of these sewer line installations through the Neuse Buffer and
adjacent stream channel.
