Good afternoon Stephanie,
I hope you are well. My apologies for the delay, but I have attached the requested impact figures for the Piedmont
Natural Gas Line 473 project in Clayton.
Please note that PNG has agreed to only maintain a 30-foot-wide permanent easement in wetlands/streams and in the
stream riparian buffer areas. Additionally, the temporary workspaces in the buffer areas and in streams/wetlands range
from 50-75 feet -wide. Therefore, under the new riparian buffer guidance no additional mitigation is required.
The 75-foot-wide construction corridor through the Stream A riparian buffer is needed because the route parallels the
railroad north of NC Business Route 70, which limits access points to the construction corridor.

That is correct. If the permanent maintenance corridor is less than 30 feet wide then written authorization isn't even
required nor is mitigation. Sometimes utilities narrow the corridor in the buffer and then once out of the buffer go back
to 50 feet permanent corridor.

Hi Stephanie,
Thanks again for calling me back. I looked more carefully at the new buffer rules for non -sewer underground lines. If
PNG agrees to keep the 50 foot construction easement and only maintain a 30 foot permanent easement (instead of 50
feet), it appears this action is "deemed allowable" and mitigation is not required, correct? I can provide updated figures
that show this change if PNG agrees to it. Please confirm I am reading this correctly. Thanks!

HI Stephanie,
I just tried to call your cell phone to discuss the buffer mitigation requirement. It appears the Hannah Bridge Site
mitigation bank may have riparian buffer mitigation credits available. Can you please confirm the amount I need to
request? Would it be the full 60,060 square feet as calculated in the PCN? Or I believe if we are already paying
compensatory mitigation for USACE/wetland impacts at a crossing then it can also be applied to the riparian buffer
mitigation? Please give me a call if you want to discuss. I appreciate your assistance. Thank you!

The SOA you provided is for the wetland mitigation, but DWR does not charge mitigation for conversion so it will not be
included on the letter. DO you have a SOA that is for buffer mitigation from a nutrient credit bank for buffers?
