drain in the Home Depot parking lot after store personnel
would not accept his return with fuel in the tank

Field Investigation Findings:
Upon arrival I verified that fuel was dumped into the storm
drain at less than 1 gallon. The fuel was contained in the
storm box and did not enter the pipe network and outfall.
