It's the law as required by the Town of Apex's NPDES Phase II permit that we have a program in place that includes a training component with the ultimate goal of preventing or reducing pollutant runoff from municipal operations. All Public Works and field staff need to be trained on a regular basis. 2. To protect water quality. 3. To present a positive image to the community. Or' Federal and state rules require that stormwater staff inspect each city facility annually and correct any pollution prevention and good housekeeping problems right away. This program covers. , . 1. Fueling, washing and maintaining vehicles 2. Storing materials 3. Handling garbage 4. Maintaining streets, rights -of -way and parking lots 5. Maintaining landscaping and open space 6. I Spill Prevention When possible, liquid or hazardous materials should be handled, used, stored, repackaged, and transferred indoors or under cover. Cover and contain materials, waste and containers that are outdoors. Keep all containers closed unless adding or removing materials. Why Do We Need Spill Kits or Materials? Because Accidents Happen!? Chemical and petroleum spills occur despite the best work procedures and practices Potential hazards must be recognized. YOU need to know the safest response. l 7 step Spill Response plan 1. Assess the risk 2. Protect Yourself 3. Stop the source 4. Confine/Contain the spill S. Clean up 6. Decontaminate 7. Report 10 Assess The Risk Do you have the equipment to adequately protect yourself and contain the spill PPE Spill kit Shovel, rake, dry sweep and broom... Stop the source only if safe to do so Shut off powered equipment that is leaking Crimp hoses if feasible Plug holes if possible with available materials Roll leaking equipment or drum into a position that reduces or eliminates discharge Tighten seals or nuts and bolts if feasible Contain the spill Use absorbent boom and materials from spill kit Create an earthen berm with soil if outdoors Create a berm indoors with oil/speedy dry or kitty litter... ^7'FNW . 12 Clean up Always use dry clean up methods Spread absorbents media, pads, pillows, or boom on the spill Sweep up or pick up absorbed materials and place them In a proper storage container Have waste picked up and disposed of properly 13 Report Any spill or discharge that comes into contact with surface waters or enters a storm sewer/drain shall contact: James Misciagno, CPESC Environmental Field Services Supervisor Stormwater & Utility Engineering 919 372-7470 Conclusion Know potential hazards and adhere to emergency procedures It may save your life If a procedure is not clear, or you have questions, ASK SOMEONE TO EXPLAIN Know where the spill kits are located Do not, by your actions, create hazardous situations that may endanger employees Store and handle chemicals in a proper manner 4 At or b Lqw eye level If you cannot safety respond - Evacuate 14 u� 2L AW�+ or ' u r
