Subject: Stormwater Infrastructure Drainage Inspection Standard Operating Procedures (SOP)
1. Goal
The goal of this SOP to establish the policies and procedures related to inspections
performed on the storm drain infrastructure with in the Town of Apex and to identify who
the responsible party is for the execution and documentation of said policies and
procedures.
Z. Program Overview
The Public Works & Transportation Departments Operations Division oversees and
maintains the program for inspecting and collection of data for all Town owned flared end
sections (FES), curb inlets (CI) catch basins, and yard inlets. The Streets Maintenance
Section will inspect, report, and perform minor maintenance to these assets annually.
Inspections, minor maintenance, work programming and data collection will be captured
utilizing Cityworks.
NOTE: Street Maintenance is not responsible for the inspection or repair of Stormwater
Control Measures or associated FES's. This responsibility falls under the Water Resources
Department.
3. Procedures
Utilizing Cityworks, the Street Maintenance Supervisor and Cityworks Administrator will
determine which curb inlets and flared end sections are to be inspected. A minimum of
20% of the town FES's and 20% of Curb[Yard inlets will be identified within the calendar
year. The responsible parties will create the "Inspections" and the Street Maintenance
Supervisor will assign the inspections to the Maintenance Workers.
Upon assignment the Street Maintenance Workers will utilize the Cityworks Application
on their town issued mobile device and go to each curb inlet{FES and complete the
Inspection.

The following are the necessary steps to be taken by the Streets Maintenance workers
during:
Curb inlet/Yard inlet Inspections.
a. Clear grate/gutter of any debris
b. Determine grate condition (serviceable or unserviceable)
c. Visually inspect down into box.
d. Determine if there is debris present (choices = none, minor amount, major
amount, or totally blocked)
e. Take a picture of inside of box and attach to `Inspection' before marking it
`Complete'.
Flared End Inspections.
a. Check overall condition — Good, minor work, major work
b. Check for blockage to include rocks, dirt, bushes, trees etc.
c. Check for wash out
d. Check for visible pipe separation
NOTE: Maintenance Workers will continue to complete 'Inspections' until the quota has
been met.
4. Audits
An annual audit may be performed by the Environmental Protection Agency. An audit
could inspect the overall program to include a complete review of the data collected by
field crews. Upon request, on an annual basis, a report can be generated from Cityworks
and delivered to the Town of Apex Stormwater & Utility Engineering Manager for filing.
