Minton Chowan River Hertford County Project Setting The project site is located at 107 Navajo Lane (off SR 1450) in the Choanoke Shores Subdivision on the Chowan River near Harrellsville in Hertford County, North Carolina. The property is a 4-acre subdivision lot on a +50' bluff adjacent the Chowan River with ±223' of shoreline. The site is a fully developed single family lot with a house on a septic system. Vegetation on the site includes lawn grass, several hardwoods and ornamental shrubs around the perimeter of the house, and native hardwoods, pines, shrubs, and myrtle bushes growing on the slope down to the river on the approximate 50' tall bank. There is an existing pier that widens to 12' wide for a distance of 65' on the offshore end. This platform was 12' x 41' but was expanded without permits 12' x 24' and was subject of Notice of Violation 10-20B issued on 21 September 2010. This platform enlargement occurred during installation of an uncovered boatlift authorized by CAMA General Permit No. 55410-B issued on 20 July 2010. There is also a 12' x 24' boathouse on the upstream side of the pier for a total of 2 existing slips. The property is bordered on both sides by developed single family lots with dwellings. The property to the north is stabilized with a bulkhead and has a pier system that includes a T-head platform and a boathouse. This pier system is in close proximately to the applicant's pier (within 30'). The adjacent property to the south has a pier which is approximately 240' from the applicant's pier. Both properties are vegetated similarly to Ms. Minton's lot. The average water depth at the boat lift location is -3 below the normal water level (NWL). The shallow nearshore area has water Lilly, floating aquatic vegetation, as a habitat component. The Chowan River is classified B; NSW by the Environmental Management Commission. The Chowan River at this location is designated as Joint Waters and is closed to shellfishing in this area. There are significant documented archaeological sites in the Choanoke Shores area. Project Description The applicant proposes to construct a second boathouse, 26' long by 15' wide, to cover the existing, recently constructed boatlift authorized by the aforementioned CAMA General Permit No. 55410-B issued on 20 July 2010. This proposed boathouse is to be located on the south/downstream side of the pier. Anticipated Impacts The proposed development will shade an additional 390 ft2 of Chowan River bottom bringing the total shaded impact at this pier system to 1,527 ft2. The new roof will provide cover for an existing second fixed slip. There will be some short-term turbidity during piling installation. No upland development is proposed under this application.
