PURPOSE OF TODAY'S MEETING
The purpose of today's meeting is to discuss the preferred alternative for the project.
Impacts of and public comments on the alternative presented at the design public hearing
will be discussed. Concurrence on the LEDPA (Concurrence Point 3) and Avoidance and
Minimization (Concurrence Point 4A) will be requested.
PROJECT DESCRIPTION
TIP Project R-2507A is included in the 2011-2020 Transportation Improvement Program
(TIP). The project involves widening US 13-158 to a multi-lane facility from US 158
near Winton in Hertford County to US 158 in Tarheel in Gates County, a distance of
approximately five miles (see the attached vicinity map).
It is anticipated approximately 200 feet of right of way will be required for the project.
Partial control of access will be obtained. All intersecting roadways will cross at-grade;
with one exception, The exception is construction of an interchange at the intersection of
US 13 and US 158/NC 45 north of Winton
PROJECT PURPOSE AND NEED
The purpose of the project is to reduce traffic congestion and improve travel time and
safety along US 13-158 in the project area.
PROJECT STATUS /SCHEDULE
The last merger team meeting for the project was held March 18, 2009. The merger team
concurred on Concurrence Point 2A (Bridging Decisions). Currently, one alternative is
under consideration.
The state Environmental Assessment for the project was completed in January 2010. One
alternative was presented the public at the Design Public Hearing held on August 19,
2010 in the Hertford County Commissioners Chambers in Winton. The final
environmental document is scheduled to be completed in December 2010.
Right of way acquisition and construction are scheduled for May 2011 as a design build
project.
STUDIED/RECOMMENDED ALTERNATIVES
The proposed project was been divided into eight sections. The merger team concurred
on February 21, 2008 on east or west side widening for the sections.

CORRIDOR PUBLIC HEARING
The Corridor Public Hearing for the project was held August 19, 2010 in the Hertford
County Commissioner's Meeting Room at the Herford County Office Building in
Winton. Approximately 140 citizens attended the workshop.
There was one alternative presented at the hearing. Several citizens at the hearing
expressed opposition to the project. One concern was that the super street design would
not be safe. Another concern was that the response time for the fire and rescue
department would increase. Several people were concerned about the impact to the
houses and businesses.
AVOIDANCE AND MINIMIZATION
In order to minimize impacts to the Story Historic District the right of way will be
narrowed from 200' to 150' in the area of the buildings.
Section 404 Avoidance and Minimization Measures
In an effort to avoid and minimize impacts to jurisdictional wetlands and streams
associated with the LEDPA, NCDOT proposes to implement the following measures:
Steeper side slopes (3:1) will be used in jurisdictional areas.
The median width in Section 1 was reduced from 46' to 30' at the Chowan River
structure. The impact to the wetlands was not reduced on the south side and was
reduced by 0.4 acre on the north side by narrowing the median width.
