SUBJECT: CAMA Dredge/Fill Permit Application for Parker Real Property, LLC, Brunswick
County, North Carolina.
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed the permit
application with regard to impacts on fish and wildlife resources. The project site is located at 3217
Seacrest Ave, SW adjacent to the AIWW in Supply, NC. Our comments are provided in accordance with
provisions of the Coastal Area Management Act (G.S. 113A-100 through 113A-128), as amended,
Sections 401 and 404 of the Clean Water Act, as amended, and the Fish and Wildlife Coordination Act
(49 Stain 401, as amended, 16 U.S.C. 661 et seq_).
The applicant proposes to install an 8' by 12' floating dock on a permitted pier to increase slip count from
2 to 3 slips. The pier was permitted under GP 76468 and had not been constructed as of 9/24/2020. The
pier will replace a shared structure that will be removed completely before install. Water depths at the
proposed floating dock are approximately -1'2" to -1'4" NLW. The AAVW in this area is classified SA
by the Environmental Management Commission,
The NCWRC has reviewed the proposal and has concern with the establishment of slips in water depths
less than -2' NLW. While there are other existing docking facilities in the area and a GP has been issued
for a 2-slip structure, this proposal would introduce an additional slip and a floating dock. Boating and
mooring activity within the shallow depths of the proposed project modification would create a continued
source of chronic sediment disruption and elevated turbidity. The floating structure would also lend itself
to resting on the bottom substrate, chronically disturbing bottom habitats. Therefore, we support concerns
stated by NCDMF to avoid and minimize impacts to marine resources. These suggestions may include the
removal of floating dock or an extension of the docking facility to water depths that would minimize the
likelihood of bottom disturbance.
