Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The project area currently consists of an existing construction office building with maintained grassed areas along the north and central Project Area with some wooded hedge rows along the east, west, and southern Project Area Boundary. Two storm water ponds are located within the Project boundary with one on the east and one on the west Project Area boundary. Surrounding land use consists mainly of residential and commercial development. 4b. Explain the purpose of the proposed project:* Wetland restoration due to inadvertent impacts. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Oversight of fill removal to ensure conditions are met that result in successful mitigation plantings with the contractor disposing of all removed fill materials in a manner that is consistent and congruent with best practices that are in accordance with the USACE and NCDEQ. Once all fill material is removed, the contractor shall use an appropriate seed mixto re-establish native vegetation onsite with the proposed mix being "NC Coastal Plain FACW Mix" from Ernst seeds of which 20 pounds of seed mix will need to be distributed for the impacted area. Upon completion of seed placement by hand, the contractor will blow in 3000 pounds per acre of wheat or oat straw to cover all seeds. Once done, the entire area of straw and seeds till be covered using 700-lutte matting, secured with sod staples. Wattles will then be placed in appropriate areas to prevent erosion and seed removal by rain events. Lastly, the mitigation is to take place from Late November to Early February to help ensure native plant growth, and a second monitoring even will be performed in the Spring from Late April to Early June to determine the full -extent of native plant growth and re-establishment following the winter season. 4j. Please be aware this report provides the “probability of presence” of birds within the 10 km grid cell(s) that overlap your project; not your exact project footprint.
