Monitoring Reports (DMRs) were reviewed for the period December 08 through
November 09. No effluent limit violations were reported and all monitoring frequencies
were correct.

I. INTRODUCTION:
This laboratory was inspected to verify its compliance with the requirements of 15A NCAC 2H .0800 for
the analysis of environmental samples.
II. GENERAL COMMENTS:
The laboratory has been proactive in its approach to certification; the analysis of recommended post
calibration pH checks is one example. The laboratory has also implemented a system for traceability of
consumables well before it was required by NC Wastewater/Groundwater Laboratory Certification policy.
III. FINDINGS, REQUIREMENTS, COMMENTS AND RECOMMENDATIONS:
General Laboratory
Comment: The facility was not tracking Total Residual Chlorine (TRC) consumable information. Also
the name of the vendor/manufacturer was not included as part of consumable tracking. The North
Carolina Wastewater/Groundwater Laboratory Certification document, Quality Assurance Policies for
Field Laboratories states: "All chemicals, reagents, standards and consumables used by the laboratory
must have the following information documented: Date received, Date Opened (in use), Vendor, Lot
Number, and Expiration Date. A system (e.g., traceable identifiers) must be in place that links
standard/reagent preparation information to analytical batches in which the solutions are used.
Documentation of solution preparation must include the analyst's initials, date of preparation, the
volume or weight of standard(s) used, the solvent and final volume of the solution. This information as
well as the vendor and/or manufacturer, lot number, and expiration date must be retained for primary
standards, chemicals, reagents, and materials used for a period of five years. Consumable materials
such as pH buffers and lots of pre-made standards are included in this requirement". This item was
corrected on-site during the inspection. No further response is necessary for this finding.

Comment: Proper units of measure were not documented on the pH bench sheet. The North Carolina
Administrative Code, 15A NCAC 2H .0805 (g) (1) requires the following: "Data pertinent to each
analysis must be maintained for five years. Certified Data must consist of date collected, time
collected, samples site, sample collector, and sample analysis time. The field bench sheets must
provide a space for the signature of the analyst, and proper units of measure for all analyses". This
item was corrected on-site during the inspection. No further response is necessary for this finding.
Comment: The laboratory is performing an Automatic Temperature compensator (ATC) check for the pH
meter. This is no longer a program requirement and may be discontinued.
Total Residual Chlorine—Standard Methods, 18th Edition, 4500 CI G
Recommendation: The next time the instrument internal TRC curve is verified, it is recommended that
the concentrations of the verification standards be changed in order to increase the accuracy of the curve
verification in the range where most sample concentration are likely occur. An example of verifications
concentrations: 25, 40, 50, 200 and 400 pg/L.
Recommendation: The daily check standard concentration was 100 pg/L. It is recommended that the
daily check standard concentration be in the 200 pg/L concentration range. The use of gel type standards
was also discussed.
IV. PAPER TRAIL INVESTIGATION:
The paper trail consisted of comparing field testing records and contract lab reports to Discharge
Monitoring Reports (DMRs) submitted to the North Carolina Division of Water Quality. Data were
reviewed for Lincoln Combustion Turbine (NPDES permit # NC0080781) for August and September,
2009. No transcription errors were detected. The facility appears to be doing a good job of accurately
transcribing data.
V. CONCLUSIONS:
All findings noted during the inspection were adequately addressed prior to the completion of this
report. Implementing the recommendations will further improve the quality of the data. The inspector
would like to thank the staff for its assistance during the inspection and data review process. No
response is required.

Comment: The facility's chain of custody repeatedly had no received times recorded
by the courier. Mr. Joseph Costello, ORC, reported to the inspector that sample
packing procedures would be changed so that the courier could properly record, upon
sample receipt, his/her signature, time and date. DMRs for August 2006-July 2007
were reviewed for the inspection. No violations were reported during the review period.

2H.0105(e)) regulations require that permit renewal applications must be filed at least 180 days prior to expiration of the current

To satisfy this requirement,your renewal package must be sent to the Division postmarked no later than September 1,
2004. Failure to request renewal by this date may result in a civil assessment of at least$500.00. Larger penalties may be assessed
depending upon the delinquency of the request.
If any wastewater discharge will occur after February 28,2005,the current permit must be renewed. Discharge of
wastewater without a valid permit would violate North Carolina General Statute 143-215.1;unpermitted discharges of wastewater
may be assessed civil penalties of up to$25,000 per day.

The following items are REQUIRED for all renewal packages:
❑ A cover letter requesting renewal of the permit and documenting any changes at the facility since
issuance of the last permit. Submit one signed original and two copies.
❑ The completed application form (copy attached), signed by the permittee or an Authorized
Representative. Submit one signed original and two copies.
❑ If an Authorized Representative (such as a consulting engineer or environmental consultant) prepares
the renewal package, written documentation must be provided showing the authority delegated to any
such Authorized Representative (see Part II.B.11.b of the existing NPDES permit).
❑ A narrative description of the sludge management plan for the facility. Describe how sludge (or other
solids) generated during wastewater treatment are handled and disposed. If your facility has no such
plan (or the permitted facility does not generate any solids), explain this in writing. Submit one signed
original and two copies.
The following items must be submitted by any Municipal or Industrial facilities discharging
process wastewater:
Industrial facilities classified as Primary Industries (see Appendices A-D to Tide 40 of the Code of Federal
Regulations, Part 122) and ALL Municipal facilities with a permitted flow ? 1.0 MGD must submit a
Priority Pollutant Analysis (PPA) in accordance with 40 CFR Part 122.21.
The above requirement does NOT apply to privately owned facilities treating 100%
domestic wastewater, or facilities which discharge non process wastewater (cooling
water, filter backwash, etc.)
PLEASE NOTE:
Due to a change in fees effective January 1, 1999, there is no renewal fee required with your
application package.

Dear Mr. Ruhe:
A request for an Authorization to Construct (ATC) was received by the Division on
October 24, 2003. This project has been reviewed and found to be satisfactory. Authorization
is hereby granted for construction of a bisulfite dechlorination system with all necessary piping
and appurtenances at the Lincoln Combustion Turbine Station.
This Authorization to Construct is issued in accordance with NPDES Permit No.
NC0080781 issued October 5, 2001, and shall be subject to revocation unless the wastewater
treatment facilities are constructed in accordance with the conditions and limitations specified
in the permit.
Any sludge generated from these treatment facilities must be disposed of in accordance
with G.S. 143-215.1 and in a manner approved by the North Carolina Division of Water
Quality.
In the event that the facilities fail to perform satisfactorily, including the creation of
nuisance conditions, the Permittee shall take immediate corrective action, including those as
may be required by this Division, such as the construction of additional or replacement
wastewater treatment or disposal facilities.
The Mooresville Regional Office, telephone number (704) 663-1699, shall be
notified at least forty-eight (48) hours in advance of operation of the installed facilities so that
an in-place inspection can be made. Such notification to the regional supervisor shall be made
during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday,
excluding State Holidays.
Upon classification of the facility by the Certification Commission, the Permittee shall
employ a certified water pollution control treatment system operator to be in responsible
charge (ORC) of the water pollution control treatment system. The operator must hold a
certificate of the type and grade at least equivalent to or greater than the classification assigned
to the water pollution control treatment system by the Certification Commission. The
Permittee must also employ a certified back-up operator of the appropriate type and grade to
comply with the conditions of Title 15A, Chapter 8G, .0202. The ORC of the facility must visit
each Class I facility at least weekly and each Class II, III, and IV facility at least daily, excluding •
weekends and holidays, and must properly manage and document daily operation and
maintenance of the facility and must comply with all other conditions outlined in Title 15A,
Chapter 8G, .0204. Once the facility is classified, the Permittee must submit a letter to the
Certification Commission which designates the operator in responsible charge within: (A) Sixty

calendar days prior to wastewater being introduced into a new system or (B) within 120
calendar days of the following, (i) after receiving notification of a change in the classification of
the system requiring the designation of a new ORC and back-up ORC or (ii) a vacancy in the
position of ORC or back-up ORC.
A copy of the plans and specifications shall be maintained on file by the Permittee for
the life of the facility.
The Operational Agreement between the Permittee and the Environmental Management
Commission is incorporated herein by reference and is a condition of this Permit.
Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all
sanctions provided by G. S. 143-215.6 for violation of or failure to act in accordance with the
terms and conditions of this Permit.
Failure to abide by the requirements contained in this Authorization to Construct may
subject the Permittee to an enforcement action by the Division of Water Quality in accordance
with North Carolina General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed
by other government agencies (local, state, and federal) which have jurisdiction.
Upon completion of construction and prior to operation of this permitted facility, a
certification must be received from a professional engineer certifying that the permitted facility
has been installed in accordance with the NPDES Permit, this Authorization to Construct and
the approved plans and specifications. Mail the Certification to the NPDES Unit, Division of
Water Quality, 1617 Mail Service Center, Raleigh, NC 27699-1617.

Dear Mr. Gleason:
The Lincoln Combustion Turbine Facility utilizes an aeration tank in the treatment
of facility waste water. Per our NPDES permit, we are not required to report any
water treatment equipment being out of service unless a permit effluent limit is
exceeded. However, Duke Power feels that we should report to you that our
aeration tank is out of service at this time.
Work is in progress to replace the current tank and restore this part of our waste
water treatment process to service. The engineering work and estimates are
currently underway, but we do not have a return to service date at this time. We
will notify you when the new tank is installed and returned to service.
All of our effluent discharge monitoring to date has been within our permit limits.

The wastewater treatment facilities are located at Duke Power
Company's Lincoln Combustion Turbine Station off Plank Road (SR
1511) , Lincoln County. Treated effluent is discharged into
Killian Creek in the Catawba River Basin.
The Environmental Management Commission and the Department of
Environment and Natural Resources have found the treatment
facilities:
a. Have been constructed or installed;
b. Comply with the requirements of the Commission;
c. Are being effectively operated in accordance with the
terms and conditions of the Permit, Certification of

Equipment for Duke Energy Corporation d/b/a Duke Power Company
Dear Mr. Gleason:
Pursuant to North Carolina General Statute (NCGS) §105-275(8), Duke Energy Corporation
d/b/a Duke Power Company is requesting tax exemption certification for qualifying water
pollution control equipment currently installed at the Lincoln Combustion Turbine Station
(the"Plant"), located in Stanley, Lincoln County, North Carolina. The qualifying water
pollution control equipment, operating in accordance with the terms and conditions of NPDES
Permit No. NC0080781, include waste disposal systems, which are "[R]eal and personal
property that is used...exclusively for...waste disposal..." [NCGS §105-275(8)].
The following Plant waste disposal system descriptions have been prepared in anticipation of
their use within the Division of Water Quality's exemption certification documentation. In
preparing these descriptions, we have applied the verbal understandings reached between
Mr. Bou-Ghazale and our representative, Deloitte & Touche LLP, concerning the qualifying water
pollution control equipment installed at Allen Steam Station. In addition, included for
Mr. Bou-Ghazale's use is the Plant's Water Schematic (see Attachment) to confirm the various
wastewater flows throughout the Plant.
The qualifying waste disposal systems and equipment installed at the Plant are as follows:
I. Wastewater Treatment Basin System:
Installed components of the Wastewater Treatment Basin System include the two parallel
concrete lined treatment cells, Parshall flume, and related piping, valving, instrumentation, and
controls.

II. Aeration Tank:
Installed components of the Aeration Tank include the aeration tank and related piping, valving,
instrumentation, and controls.
III. Wastewater Treatment Basin—Process Wastewater Sump System:
Installed components of the Wastewater Treatment Basin — Process Wastewater Sump System
include concrete sump structures, pumps, and related piping, valving, instrumentation, and
controls for the disposal of wastewater from 1) the combustion turbine yard sumps to the
aeration tank to the wastewater treatment basin, and 2) the maintenance/warehouse sump to the
oil spill containment basin oil/water separator to the aeration tank to the wastewater treatment
basin.
IV. Wastewater Treatment Basin—Oil/Water Separators:
Installed components of the Oil/Water Separators include oil/water separators and related piping,
valving, instrumentation, and controls for the disposal of wastewater from 1) the transformer
skid oil/water separator to the combustion turbine yard sumps to the aeration tank to the
wastewater treatment basin, and 2) the oil spill containment basin oil/water separator to the
aeration tank to the wastewater treatment basin.
V. Filt g d Water System—Waste Disposal System:
Installed components of the Filtered Water System — Waste Disposal System include the piping,
valving, instrumentation, and controls for handling of the clarifier sedimentation wastes and
water treatment chemicals and by-products; and the gravity filter wastewater cement trench
drainage system; for disposal of wastewater to the wastewater treatment basin.
VI. Demineralized Water System—Waste Disposal System:
Installed components of the Demineralized Water System — Waste Disposal System include the
150,000 gallon neutralization tank, 380 gallon acid day tank, 730 gallon caustic day tank, and
related piping, valving, instrumentation, and controls for the neutralization of wastewater and its
disposal to the wastewater treatment basin.
VII. Wastewater Treatment Basin—Stormwater Run-off Disposal System:
Installed components of the Wastewater Treatment Basin— Stormwater Run-off Disposal System
include the piping, valving, instrumentation, and controls for the Plant stormwater run-off areas
to the wastewater treatment basin via the oil/water separators.
VIII.Sanitary Waste Disposal System:
Installed components of the Sanitary Waste Disposal System include the septic tank, lift station,
leachate field, and related piping, valving, instrumentation, and controls.

Over the course of the past several weeks, Deloitte & Touche LLP ("D&T") has been engaged in
several conversations with Mr. Samar Bou-Ghazale of the Division of Water Quality concerning
Duke Power Company's ("Duke Power's") application for tax exemption certification for
qualifying water pollution control equipment currently installed at the Lincoln Combustion
Turbine Station (the "Plant"). At Mr. Bou-Ghazale's request, a meeting was held at the Plant to
discuss the installed systems and determine which systems qualify for tax exemption certification
pursuant to North Carolina General Statute (NCGS) §105-275(8). The meeting, held on
April 16, 2002, was attended by Ms. Kathryn Tronsberg and Mr. Robert Morgan of D&T,
Mr. Dan McCraw and Mr. Joe Costello of Duke Power, and Mr. Samar Bou-Ghazale of the
Division of Water Quality.
Based upon feedback from Mr. Bou-Ghazale during the meeting, as well as subsequent
telephone conversations, we have developed an understanding of the systems that qualify for tax
exemption certification and, at Mr. Bou-Ghazale's request, are submitting a modified application
for tax exemption certification on Duke Power's behalf. The qualifying systems, as detailed
below, include waste disposal systems, which are "[R]eal and personal property that is
used...exclusively for...waste disposal..." [NCGS §105-275(8)].
In addition, included for Mr. Bou-Ghazale's use is the Plant's Water Schematic (see Attachment)

Installed components of the Bottom & Fly Ash Collection & Sluicing System include the piping
and collection systems, surge/transfer tank, pressure systems, dragline, sluicing equipment, and
related piping,valving, instrumentation, and controls.
III. Ash Basin—Stormwater Run-off Disposal System:
Installed components of the Ash Basin — Stormwater Run-off Disposal System include the
piping, valving, instrumentation, and controls for the stormwater run-off from the roof drains and
paving to the ash basin via the yard drain sump, and the coal pile to the ash basin via the yard
drain sump.
IV. Ash Basin—Process Wastewater Sump System:
Installed components of the Ash Basin — Process Wastewater Sump System include concrete
sump structures, overflow equipment, pumps, and related piping, valving, instrumentation, and
controls for the disposal of wastewater from 1) the old end pit sump to the boiler room sump to
the ash basin, 2) the turbine room sump to the yard drain sump to the ash basin, and 3) the track
hopper sump to the yard drain sump to the ash basin.
V. Sanitary Waste Septic Treatment System:
Installed components of the Sanitary Waste Septic Treatment System include the septic tanks,
holding tank, and related piping, valving, instrumentation, and controls.
VI. Groundwater Remediation System:
Installed components of the Groundwater Remediation System include the waste oil separator,

several conversations with Mr. Samar Bou-Ghazale of the Division of Water Quality concerning
Duke Power Company's ("Duke Power's") application for tax exemption certification for
qualifying water pollution control equipment currently installed at the Lincoln Combustion
Turbine Station (the "Plant"). At Mr. Bou-Ghazale's request, a meeting was held at the Plant to
discuss the installed systems and determine which systems qualify for tax exemption certification
pursuant to North Carolina General Statute (NCGS) §105-275(8). The meeting, held on
April 16, 2002, was attended by Ms. Kathryn Tronsberg and Mr. Robert Morgan of D&T,
Mr. Dan McCraw and Mr. Joe Costello of Duke Power, and Mr. Samar Bou-Ghazale of the
Division of Water Quality.
Based upon feedback from Mr. Bou-Ghazale during the meeting, as well as subsequent
telephone conversations, we have developed an understanding of the systems that qualify for tax
exemption certification and, at Mr. Bou-Ghazale's request, are submitting a modified application
for tax exemption certification on Duke Power's behalf. The qualifying systems, as detailed
below, include waste disposal systems, which are "[R]eal and personal property that is
used...exclusively for...waste disposal..." [NCGS §105-275(8)].
In addition, included for Mr. Bou-Ghazale's use is the Plant's Water Schematic (see Attachment)
to confirm the various wastewater flows throughout the Plant.

I. Wastewater Treatment Basin System:
Installed components of the Wastewater Treatment Basin System include the two parallel
concrete lined treatment cells, Parshall flume, and related piping, valving, instrumentation, and
controls.
II. Aeration Tank:
Installed components of the Aeration Tank include the aeration tank and related piping, valving,
instrumentation, and controls.
III. Wastewater Treatment Basin—Process Wastewater Sump System:
Installed components of the Wastewater Treatment Basin — Process Wastewater Sump System
include concrete sump structures, pumps, and related piping, valving, instrumentation, and
controls for the disposal of wastewater from 1) the combustion turbine yard sumps to the
aeration tank to the wastewater treatment basin, and 2) the maintenance/warehouse sump to the
oil spill containment basin oil/water separator to the aeration tank to the wastewater treatment
basin.
IV. Wastewater Treatment Basin—Oil/Water Separators:
Installed components of the Oil/Water Separators include oil/water separators and related piping,
valving, instrumentation, and controls for the disposal of wastewater from 1) the transformer
skid oil/water separator to the combustion turbine yard sumps to the aeration tank to the
wastewater treatment basin, and 2) the oil spill containment basin oil/water separator to the
aeration tank to the wastewater treatment basin.
V. Demineralized Water System—Waste Disposal System:
Installed components of the Demineralized Water System — Waste Disposal System include the
150,000 gallon neutralization tank, 380 gallon acid day tank, 730 gallon caustic day tank, and
related piping, valving, instrumentation, and controls for the neutralization of wastewater and its
disposal to the wastewater treatment basin.
VI. Wastewater Treatment Basin—Stormwater Run-off Disposal System:
Installed components of the Wastewater Treatment Basin—Stormwater Run-off Disposal System
include the piping, valving, instrumentation, and controls for the Plant stormwater run-off areas
to the wastewater treatment basin via the oil/water separators.
VII. Sanitary Waste Disposal System:
Installed components of the Sanitary Waste Disposal System include the septic tank, lift station,
leachate field, and related piping, valving, instrumentation, and controls.

series of dechlorination studies (one to three) at our Lincoln Combustion
Turbine site. The studies will test the effectiveness of using between one
to two pounds of sulfur dioxide injected and mixed with roughly 150,000
gallons of wastewater in the waste treatment basin to lower the effluent
concentration of total residual chlorine (TRC) . TRC monitoring will be
conducted during the discharged and reported on the Discharge Monitoring
Report required by the NPDES permit. Duke Power plans to test this process
one or more times with completion expected by the end of June. The reason
the studies won' t be competed earlier is that LCT is a batch discharge
system and historically during the spring there are few discharges.

1998.
PERMIT
The current permit became effective on September 1, 1996, with an expiration date of July
31,2001. Inspection of the subject facility verifies the permit description of treatment works
and location of outfall#001.
Rating: Satisfactory
FACILITY SITE REVIEW
1. The Class I wastewater treatment system consists of two parallel concrete treatment cells
(250,000 gallons each),two recirculation pumps, acid and caustic tanks (150 gallons each)with
metering pumps, static mixer, and Parshall flume. The wastewater treatment basins provide
settling and neutralization of wastewater prior to discharge from four turbine sumps,
Maintenance/Warehouse sump,water treatment system, and non-point storm water sources (fuel
filter skids). The final treated effluent is discharged into Killian creek via outfall#001.
2. Storm water runoff from the subject site is diverted into six different drainage systems.
The storm water(SW) discharges are as follows:

LABORATORY
Laboratory analyses are performed by Duke Power's Environmental Center(Duke Power
Analytical Laboratory Certification#248) located adjacent to the McGuire Nuclear Station.
Temperature and pH are analyzed on site. The pH meter is properly calibrated and records
maintained. Laboratory exemption has been granted for pH. A lab inspection of the
Laboratory was performed on June 22 and 23, 1999 by Mr. Chet Whiting with the Division's Lab
Certification Unit. Refer to Mr. Whiting's inspection report for comments. All samples are
being shipped on ice and are meeting all holding times.

SELF-MONITORING PROGRAM
Self-monitoring data was reviewed for the period June 1998 through May 1999. The
subject facility is in compliance with monitoring frequencies. Monthly monitoring reports are
completed correctly. No violations were reported. An amended report will be submitted to
Central Files in Raleigh for a typographical error noted on the May 1999 DMR for Ammonia
Nitrogen.
Rating: Satisfactory
FLOW MEASUREMENT
Flow is measured by a Parshall flume and meter. A totalized flow of the batch discharge
for each day of flow is maintained. Calibration is performed twice a year by Duke Power staff.
Adequate documentation is kept.
Rating: Satisfactory
SLUDGE DISPOSAL
Solids collected in the settling basins are removed by Bionomix, Inc., of Charlotte,North
Carolina and disposed of in a landfill located at McGuire Nuclear Plant. According to NPDES
Permit Part II, Section D(6),records for sewage sludge use and disposal activities "shall be
retained for a period of at least five years."

SEWER OVERFLOW
Please be advised that pursuant to Part II, Section E of your NPDES permit, and North
Carolina Administrative Code (NCAC) 15A 2B .0506 (a)(2), any failure of a collection system,
pumping station or treatment facility resulting in a bypass without treatment of all or any portion
of the wastewater shall be reported to the central office or the appropriate regional office
(Mooresville Regional Office 704-663-1699) as soon as possible but no later than 24 hours from
the time the permittee became aware of the bypass. A written report shall also be provided
within five (5) days of the time of the incident. The report shall contain a description of the
bypass, and its cause;the period of the bypass, including exact dates and times, and if the bypass
has not been corrected,the anticipated time it is expected to continue; and steps taken(or
planned)to reduce, eliminate, and prevent recurrence of similar events.

SEWER OVERFLOW . . .
Any spill that reaches surface waters (i.e. any spill that reaches any water already present
in a conveyance, stream, ditch, etc...) or any spill greater than 1,000 gallons on the ground that
does not reach surface waters must be reported.
An adequate spill response for those spills reaching surface waters should include an
evaluation downstream of the point at which the spill entered surface waters to determine if a fish
kill occurred. The evaluation should also include the collection of upstream dissolved oxygen
and pH measurements for background information and dissolved oxygen and pH measurements
at multiple points downstream of the entry point to document any negative impact. Failure to
report the bypass of a collection system,pumping station or treatment facility subjects violators
to penalties of up to $10,000 per day per violation.

expiration of the current permit.

General Site Information
The Lincoln Combustion Turbine (LCT) site consists of sixteen combustion turbine
generator units that supply 74 Megawatts per unit for a total of 1 ,184 Megawatts.
The Lincoln facility serves as a primary source of power during peak demand
periods, and also during times when energy from other sources may be unavailable.
The greatest electrical demand is usually in the summer and winter months. Each
combustion turbine can be operated independently and for extended periods of
time, if necessary.
Combustion turbines burn #2 low-sulfur oil or natural gas to heat compressed air,
which expands and drives a turbine-generator to produce electricity. Construction
of the LCT units was completed in March of 1996.
On page 10 is a line drawing showing the water flow through LCT, indicating the
source of intake water, operations contributing to the effluent, and the wastewater
treatment provided. The estimated flows on the line drawing are representative of
present station operation. The following is a brief narrative description of sources
contributing to the'wastewater effluent of outfall 001 .
Intake
Raw water is withdrawn from Killian Creek and stored in the 50 million gallon Raw
Water Storage Pond. The pond is equipped with an overflow pipe to wetlands,
which flows into Killian Creek. The raw water intake screens are sparged with air
periodically to remove trapped creek debris. This debris is flushed back into the
creek. Dredging of the intake is done periodically in accordance with the ACOE
404 permit (#199404202).
From this pond, raw water is processed by the filtered water and demineralized
water treatment systems in order to make pure service water for combustion
turbine operations and plant processes. The wastewater and chemicals generated
by these processes are discharged to the wastewater treatment system at the LCT
site.
Outfall 001 - System Description
Outfall 001 discharges treated wastewater from the Wastewater Treatment (WT)
system through a flume to Killian Creek below the LCT site. The WT system basin
consists of two parallel concrete lined treatment cells (250,000 gallons each). The
treatment basin provides a common mixing point for all site wastewater. Discharge
from the basin is on a batch basis and is neutralized as needed while discharging.
The wastewater treatment system provides settling and neutralization prior to
discharge. This basin processes wastewater flows from the water treatment
system and an aeration tank, which collects wastewater from four turbine yard
sumps, maintenance/warehouse sump and the vehicle wash. The total combined
effluent from these sources is approximately 0.30 million gallons per day (MGD).
Wastewater from the WT treatment system is discharged to Killian Creek at Outfall
001 .

Filtered Water System
Flow from the Raw Water Storage Pond is directed to the filtered water system
where it is treated for process use. The filtered water treatment system at LCT
consists of a clarifier, three gravity sand filters and a clear well. Wastewater and
raw water solids from the filtered water system are drained to the wastewater
treatment basin, which provides settling treatment. Solids are periodically removed
from the wastewater treatment ponds and properly disposed in accordance with
G.S. 143-215.1 and in a manner approved by the North Carolina Division of
Environmental Management.
Clarifier
The clarifier utilizes typical water treatment chemicals such as cationic
polyelectrolyte, clay, and gaseous chlorine for the primary treatment of raw
water. The sedimentation wastes collected in the clarifier consists of solids
that were suspended in the service water.
Just prior to the flash floc tank, gaseous chlorine is injected into the raw water.
The cationic polyelectrolyte is added from a unit called a "Poly Flow". This unit
receives dilution water from a filtered water compression skid and injects the
polyelectrolyte into the flash floc tank. Also, the clay receives dilution water
from the filtered water compression skid and the clay slurry is pumped into the
flash floc tank.
Approximately 110 gallons per year of polyelectrolyte may be used. The
average volume of water required for desludging the clarifier is between 10,000
- 20,000 gallons per day. Typically, these sedimentation wastes (which consist
of mud, silt, clay and flocculent precipitate) along with diluted water treatment
chemicals and by-products, gravity flow from the bottom of the clarifier and are
collected in the wastewater treatment basin.
Gravity Filters
There are three gravity sand filters composed of anthracite (coal) and sand,
downstream of the clarifier in the water treatment process. Normally, each of
these filters is backwashed two to five times each day during peak operation.
Each backwash uses about 10,000 gallons of water. On the average, 90,000
gallons of backwash water is produced daily from filter backwashes.
This wastewater drains to a cement trench that discharges to the wastewater
treatment basins. The sand filter is changed on an as needed basis. The filtered
water is stored in one of two 400,000 gallon filtered water tanks (A and B). Of
this total volume of water, 300,000 gallons are designated for fire protection
usage.

Demineralized Water System
The Demineralized Water System provides high purity water which is injected into
the combustion turbines for nitrous oxide (NOx) control. The demin water is also
used for miscellaneous plant usage such as housekeeping, turbine deck wash water
and cooling water makeup.
Activated Carbon Filters
The Demineralized Water System includes three, 235 ft3 carbon filters. These
filters are typically backwashed weekly. The amount of water required to
backwash one of these filters is approximately 10,000 gallons of water per
backwash. Backwashes may occur daily or weekly, depending on station
operation. The carbon is replenished as needed and the spent carbon is routed
to the wastewater treatment basin.
Demineralizers
There are three trains of resin bed regenerative demineralizers. Each train
consists of one anion resin bed and one cation resin bed. Normally, one to three
trains of demindralizers are in operation. The demineralized water produced is
stored in two demineralized water storage tanks (A and B) which have a
capacity of 1 .4 million gallons each.
Regeneration of one anion/cation demineralizer train may occur as often as once
per day. A typical regeneration of one train takes approximately 50,000 gallons
of water. The amounts of required acid and caustic will vary as dictated by
operational requirements.
Wastewater from these regenerations is discharged to a 150,000 gallon
neutralization tank. The wastewater is neutralized prior to discharge to the
wastewater treatment basin. The acid and caustic used in the neutralization
process are stored in day tanks. The acid day tank holds 380 gallons and the
caustic day tank holds 730 gallons. In the event of a leak from the day tanks,
the acid or caustic would be neutralized and drained to the wastewater
treatment basins. The capacities of the bulk sulfuric acid and the sodium
hydroxide tanks are 4,000 and 4,500 gallons respectively.
Combustion Turbine Sumps
The four turbine sumps are concrete structures which have two pumps per sump.
These pumps are operated on an alternating basis. After a preselected time period,
the controls are automatically cycled so the pump operation is swapped.
The turbine sumps collect wastewater from four oil/water separators. These
oil/water separators receive wastewater from various turbine processes, such as
miscellaneous piping leaks, wash down water and stormwater runoff. This
wastewater may contain small amounts of propylene glycol, lube oil and/or fuel oil
as a result of piping leaks or false starts from the turbine. The Chemicals on Site
list (page 8), lists additional chemicals presently being used at the station and

which may be present in the wastewater. Generically, these chemicals may be
classified as:
• Corrosion inhibitors
• Housekeeping chemicals
• Surfactants and defoamers
• Maintenance chemicals and degreasers
•
• Water treatment chemicals.
The turbine sumps process approximately 90 GPD to 4,200 GPD of wastewater.
The following are the waste streams that could be collected in the turbine sumps
which have oil/water separators, with the exception of the'residual compressor
water wash which by-passes the oil/water separators:
• Fuel oil from false starts
• Lube oil leaks
• Cooling water leaks
• Turbine deck wash water
• Fuel oil filter skid drains.
Fuel Oil From False Starts
A starting turbine may not get an ignition flame on the first attempt. As a
result, the engine has to be shut down and the combustion chamber fuel drained
prior to a system restart.
Lube Oil Leaks
Intermittent lube oil piping leaks may occur on each combustion turbine during
normal operation. When the combustion turbine decks are periodically hosed
down with water as part of the housekeeping practices, these trace amounts of
oil are flushed to the oil/water separator.
Cooling Water Leaks
Intermittent cooling water leaks may occur around the cooling water system
pressure fitting gaskets. This amount is usually very small. These leaks contain
propylene glycol and a corrosion inhibitor.
Turbine Deck Wash Water
During normal operation, the combustion turbines or their decks are periodically
washed with water for housekeeping purposes. This volume is approximately
200 to 400 gallons.
Fuel Oil Filter Skid Drains
Fuel oil filter skids are located in the turbine yard separately from the
combustion turbines. There is a filter skid for each combustion turbine. Each
skid area is curbed and furnished with a yard drain. Rain water washes trace
amounts of oil to these drains which lead to the oil/water separator.

Aeration tank wastewater
The aeration tank receives wastewater from the turbine yard sumps,
maintenance/warehouse sump and vehicle wash. The maintenance/warehouse
sump and the vehicle wash are received via an oil/water separator. In the aeration
tank the waste is mixed with activated sludge and aerated to reduce the total
organic carbon content.
Wastewater Treatment Basin Operation
Presently, the wastewater treatment basin is receiving wastewater streams from
those sources listed in the following sections of this Supplemental Information:
Filtered Water System, Demineralized Water System, and Combustion Turbine
Sumps.
Compressor Wash Water
The interior and blades of each turbine compressor is water washed normally once
per year. Approximately 3,000 to 3,500 gallons of water is used to perform this
turbine blade washing. This water drains directly to the turbine sumps. When this
procedure is being performed, the sump pumps are isolated and the sump acts as a
collection point for this wastewater. The wash water is pumped and hauled to a
permitted disposal facility.
Stormwater (SW)
SW runoff is diverted into six different drainage systems. SW systems are as
follows:

Various herbicides and pesticides are applied on the site by a vendor. These
applications are applied in compliance with manufacturers' guidelines by licensed
applicators.
Drinking Water
Drinking water is supplied to the site from two wells. The site is not on the State's
drinking water database because it does not meet the minimum personnel
requirements.
Sanitary System
Sanitary wastes from the plant are treated by a 2,000 gallon septic tank. Sanitary
effluent is pumped by a lift station from the discharge chamber of the septic tanks
to a leachate field for final treatment. Based on annual data, the average daily flow
to the leachate field has been approximately 750 gallons per day. The sanitary
system is permitted by Lincoln County.
Spill Prevention
The LCT has two 5.5 million gallon above ground fuel oil storage tanks. Each
above ground oil tank at LCT was designed with secondary containment which is
capable of containing the entire contents of both tanks. This station has both an
SPCC (Spill Prevention, Control, and Countermeasures) plan as well as a FRP
(Facility Response Plan) as specified in Federal regulations 40 CFR 112. Detailed
listings of oil sources at this station are kept current in both the SPCC and FRP
plans.

Hazardous and Toxic Substances Table 2c- 3
At LCT, the potential for toxic and hazardous substances being discharged is very
low. In reference to Item V-D of Form 2-C, the substances identified under Table
2c-3 that may be in the discharge are as follows: Butyl Acetate, Chlorpyrifos,
Cyclohexanone, Epichlorohydrin, Monoethylamine, Pyrethrins, Styrene,
Triethanolamine, Vanadium, Xylene and Zirconium.
Other - During the course of the year products such as commercial cleaners and
laboratory reagents may be purchased which contain very low levels of a substance
found in Table 2c-3. It is not anticipated that these products will impact the
treatment system ability to comply with its toxicity limits, since their
concentrations are extremely low.
40 CFR 117 and CERCLA Hazardous Substances
The following table identifies hazardous substances located on-site that may be
released to the waste water treatment system during a spill in quantities equal to or
greater than the reportable quantity (RQ) levels as referenced in 40 CFR 117, 302
and 355. This list is being provided in order to qualify for the spill reportability
exemption provided under 40 CFR 117 and the Comprehensive Environmental
Response Compensation and Liability Act (CERCLA). These values below represent
the maximum quantities on-site that could be released at one time and sent to the
waste water treatment system. They do not reflect quantities that are discharged
through typical use.
