JAY ZIMMERMAN Director Subject: Non -Discharge Permit Inspection Town of Dallas WTP - Permit No.: WQ0018688 Distribution/Land Application of Alum Residuals (503 Exempt) Gaston County Dear Mr. Trudnak: Staff of the Mooresville Regional Office (MRO) conducted inspections for the referenced residuals permit and the NPDES (#NC0082694) permit on October 25th, 2017. Youwill receive a separate report for the NPDES inspection. The MRO would like to thank Zack Foreman for his time.during the inspections. The following issues should be addressed to maintain overall compliance: • The residuals storage lagoons (includes the former emergency chemical containment basin, which was plumbed to the Alum lagoon for overflow) need berm, maintenance for removal of woody . vegetation. • Both lagoons need appropriate water level gauge(s) for the two feet of freeboard to be maintained and correctly documented. Mr. Foreman is researching digital equipment for this purpose. The MRO is okay with a digital or manual gauge, but recommends the issue be addressed in a timely manner. • Residual levels in the former emergency chemical containment basin appear near capacity and need to be removed for proper disposal. Please note, should any chemicals be released to this basin, both it and the Alum storage basin would need to be analyzed and disposed in an appropriate landfill. Distribution or land application would not be an option. • Copies of hauling records should be kept on file (electronic is acceptable) at the WTP for access during inspections. Email last year's residuals hauling records to my address noted at the end of this letter and on the first page of the report. There a couple of issues worth noting to maintain overall compliance:. • The WQ0018688 WTP residuals storage lagoon needs an appropriate water level gauge for the two feet of freeboard to be maintained and .correctly documented. Please reference comments under the "Storage" section of the report for further explanation. Email copies of hauling records from last year's lagoon cleanout and the recent drying bed clean out to my address noted at the end of this letter and on the first page of the report. • The WQ00209.12 WWTP - The permittee is reminded to acquire copies of data from their land application contractor for on -site review, whether electronic or paper, both plants should have access to all records for inspection purposes. The issue is noted in the "Record Keeping" comments section on pg. 2 of the attached report. Recent records were requested from Zach Key during the inspection, but were. not received as of this- report=date. • WQ0020912 WWTP Land Application of Residuals —.Expires on 4130/2017. Describe storage: Per previous inspection reports - the Town ofDallas has no dedicated sludgege for the WWTP. The capacity for storage is the volume in the plant digester. This lack o sludge storage requires the Town to have multiple application events throughout the year and/or haul to the WSACC incinerator. The Water treatment plant has 2 earthen lagoons for alum sludge storage. * WTP - Number of days unknown (no documented calculation), however, past annual reports indicate that solids are tXpically removed from the plant once every couple of years. The water treatment plant has two alum lagoons. ** WWTP - Number of daysof storage is unknown (no documented calculation. infile). Plant flow is stated to be 300, DDO gallons per day. There is no dedicated sludge storage, only digester volume is available. This has proven to be problematic in the past when the digesters were full and weather caused land application delays. The recent agreement with Cabarrus County to haul to their incinerator has alleviated some of these storage issues. The old drying beds were being used for tank bottom residual storage or septage hauler residuals. NA Odors present NA Vectors present NA Other noted conditions The last distribution record located in the MRO files was in 2010 (described as a soil amendment), which is also when the last sample analyses were performed. The WTP has plans to distribute material this summer, most likely upon renewal. A clean -out event is recommended by the MRO, because their lagoon appeared quite full of solids. The plant ORC thought the lagoon was supposed to be 12 ft. deep, but I could only see about 1-1.5 feet of clear liquid. The WTP will be working with EMA resources to mix & empty the lagoon. With respect to the aluminum issue, the lab data that should be used is that from the analysis of the sludge as it is to be distributed/land applied ( i.e., the analysis that is required by Condition III. 4. of this permit). The method reference that I typically see for this is SW 846-60108 (i.e., from the document entitled "Test Methods for Evaluating Solid Waste."). Using the concentration of aluminum that is found in the leachate from a TCLP test would not be appropriate. The weird thing is that the normal TCLP test does not even require that aluminum be analyzed for, so I am a little confused as to why it was done. 160 mg/kg of aluminum in the gross sludge seems a little low for alum residuals. I have typically seen higher numbers in the 1,000s mg/kg (e.g., City of High Point = 143,000 mg/kg, Brunswick County = 32,378 mg/kg). So, it does appear as if there is some sort of mistake... The pathogen testing issue is a little more convoluted. This permit is based off of one that I drafted for Dan River, Inc. Originally, we had required that pathogen testing be done for each truckload for the first year. Kim thought that this was a little intense, so we tried to come up with a way to require it do be done once per land application event. However, knowing that the Town of Dallas was going to be cleaning out a huge lagoon, we did not want to say that pathogen testing only had to be done once as long as the clean -out was done in one, single land application event (i.e., multiple consecutive days). So, we tried to come up with a compromise with this "batch" definition. The INTENT of this condition is that pathogen testing be done for EACH land application event, but if the land application event lasted for more than three consecutive days, another round of testing had to be done. The intent was NOT to say that no pathogen testing was required if you land applied for two consecutive days, skipped a day, then land applied for two consecutive days, etc. So, it sounds like they are in violation of the conditions of this permit, in my opinion. This pathogen testing issue came up during some discussions about the Dan River, Inc. permit. I can explain more when I try to call you again after lunch. I hope that this helps!
