In accordance with your application received June 24, 2003, we are forwarding herewith
Permit No. WQ0022793, dated July 7, 2003, for the temporary pumping and hauling of wastewater
from the subject facility.
This permit shall be effective from the date of issuance until September 1, 2003, and shall be
subject to the conditions and limitations as specified therein. Please pay particular attention to the
monitoring requirements in this permit. Failure to establish an adequate system for collecting and
maintaining the required operational information will result in future compliance problems. If delays
are incurred that affect the expected operational date of the subject collection system, please advise
this Office immediately as to the extent of the delay. Do not wait until this permit is about to
expire or has expired before this Office is notified.
If any parts, requirements, or limitations contained in this permit are unacceptable to you, you
have the right to request an adjudicatory hearing upon written request within 30 days following
receipt of this permit. This request must be in the form of a written petition, conforming to Chapter
150B of North Carolina General Statutes, and filed with the Office of Administrative Hearings, 1601
Mail Service Center, Raleigh, North Carolina 27699-1601. Unless such demands are made this
permit shall be final and binding.

In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North
Carolina as amended, and other applicable Laws, Rules, and Regulations
PERMISSION IS HEREBY GRANTED TO
North Lincoln High School
FOR THE
operation of a 600 GPD pump and haul facility to serve the North Lincoln High School in Lincoln
County with no discharge of wastes to the surface waters, pursuant to the application received June 24,
2003 and in conformity with the project plans, specifications, and other supporting data subsequently
filed and approved by the Department of Environment and Natural Resources and considered a part of
this permit.
This permit shall be effective from the date of issuance until September 1, 2003, and shall be
subject to the following specified conditions and limitations:
1. This permit shall become voidable unless the subject pump and haul activities are carried
out in a manner which has been approved by this Division.
2. This permit is effective only with respect to the nature and volume of wastes described
in the application and other supporting data.
3. The facilities shall be properly maintained and operated at all times.

4. This permit is not transferable. In the event there is a desire for the facilities to change
ownership, or there is a name change of the Permittee, a formal permit request must be
submitted to the Division of Water Quality accompanied by an application fee,
documentation from the parties involved, and other supporting materials as may be
appropriate. The approval of this request will be considered on its merits and may or
may not be approved.
5. No type of wastewater other than that from the North Lincoln High School shall be
included in the pump and haul activities.
6. The permit shall become voidable unless the agreement between the applicant (North
Lincoln High School), hauler (Stanley Septic Tank Service), and wastewater treatment
facility receiving the wastewater (Forney Creek WWTP) for the collection,
transportation, and ultimate disposal of the wastewater is in full force and effect.
7. In the event that the facilities fail to perform satisfactorily, including the creation of
nuisance conditions, the Permittee shall cease operation of all pump and haul activities
and take such immediate corrective action as may be required by this Division.
8. This pump and haul permit shall not be renewed.
9. The sewage and wastewater collected by this system shall be treated in the Forney Creek
Wastewater Treatment Plant prior to being discharged into the receiving stream.
10. The Permittee is liable for any damages caused by a spill or failure of the pump and haul
operations.
11. Adequate inspection, maintenance, and cleaning shall be provided by the Permittee to
insure proper operation of the subject facilities.

12. The Permittee or his designee shall inspect the wastewater collection facilities to prevent
malfunctions and deterioration, operator errors and discharges which may cause or lead
to the release of wastes to the environment, a threat to human health, or a nuisance. The
Permittee shall keep an inspection log or summary including at least the date and time
of inspection, observations made, and any maintenance, repairs, or corrective actions
taken by the Permittee. This log of inspections shall be maintained by the Permittee for
as long as the pump and haul activities are being conducted and shall be made available
upon request to the Division of Water Quality or other permitting authority.
13. Any duly authorized officer, employee, or representative of the Division of Water Quality
may, upon presentation of credentials, enter and inspect any property, premises or place
on or related to the wastewater collection facilities at any reasonable time for the purpose
of determining compliance with this permit; may inspect or copy any records that must
be kept under the terms and conditions of this permit, and may obtain samples.
14. An accurate record of the monthly pump and haul activities must be maintained by the
Permittee, indicating:
a. Date wastewater is removed from the facility;
b. Name of facility from which wastewater is removed;
C. Name of facility receiving wastewater,
d. Volume of wastewater removed; and
e. Status of permanent disposal option.
These records shall be submitted to the Mooresville Regional Office on or before
the fifteenth (15) day of the month following the commencement of the pump and
haul activities.
15. Failure to abide by the conditions and limitations contained in this permit may subject the
Permittee to an enforcement action by the Division of Water Quality in accordance with
North Carolina General Statute 143-215.6.
16. The issuance of this permit does not preclude the Permittee from complying with any and
all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.

17. The Permittee shall provide for monitoring and/or inspection of the wastewater level
within the manhole from which the wastewater is to be pumped.
18. Noncompliance Notification:
The Permittee shall report by telephone to the Mooresville Regional Office, at telephone
number 704/663-1699, as soon as possible, but in no case more than 24 hours or on the
next working day following the occurrence or first knowledge of the occurrence of any
of the following:
a. Any process unit failure, due to known or unknown reasons, that render the
facility incapable of adequate wastewater treatment such as mechanical or
electrical failures of pumps, aerators, compressors, etc.
b. Any failure of a pumping station, sewer line, etc. resulting in a by-pass directly
to receiving waters without treatment of all or any portion of the influent to such
station or facility.
Persons reporting such occurrences by telephone shall also file a written report in letter
form within 5 days following first knowledge of the occurrence. This report must outline
the actions taken or proposed to be taken to ensure that the problern does not recur.
19. The annual administering and compliance fee must be paid by the Permittee within thirty
(30) days after being billed by the Division. Failure to pay the fee accordingly may cause
the Division to initiate action to revoke this permit as specified by 15 NCAC 2H .0205
(c)(4).

Lincoln County
Lincoln County Department of Public Works has requested the issuance of a Pump and Haul
Permit for the temporary disposal of up to 600 GPD of domestic wastewater from the North Lincoln
High School located in Lincoln County. The reason that a P&H Permit is necessary is due to
weather delays experienced by the contractor who is installing the sanitary sewer line that will
eventually serve the school. An unusually wet spring has created construction delays that will
prevent the sewer line from being available to serve the school until August 1, 2003. The new school
is scheduled to begin operation on August 1, 2003, however, faculty members are planning to start
using the school's facilities as soon as July 1, 2003.
The pumping and hauling of all wastewater from this development will take place from a
manhole that will be fitted with an audible and visual alarm. Calculations provided by the County's
engineering firm (W. K. Dickson) indicate that the existing collection system has more that adequate
capacity to handle the projected daily pump and haul volume. The wastewater will be transported by
a tanker truck to Lincoln County's Forney Creek WWTP by Stanley Septic Tank Service for final
disposal. The existing collection system is being constructed under the authority of DWQ Permit
No. WQ0021907.
It is recommended that a Pump and Haul Permit, valid from July 7, 2003 through September
1, 2003, be issued to the applicant as requested. A suggested permit is attached for your review.

Two sets of detailed plans/specifications signed and sealed by a North Carolina
Professional Engineer must be provided, showing the components associated with the
pump and haul activity (drains, piping, tanks, etc.), a general location map, a plan view
of the storage facility and its relationship to property lines, structures, etc. The tank
detail should indicate the high water alarm (both audible and visual or an auto dialer).
Each sheet of the plans and the first page of the specifications must be signed/sealed by
the Professional Engineer.
d. A letter must be provided from the owner/authority of the receiving wastewater
treatment facility stating that the pumped and hauled wastewater will be accepted and
specifying the volume of wastewater that will be accepted.
e. A letter or contract from the hauler stating his capability and willingness to perform
the pumping and hauling.
Please provide a cover letter explaining the circumstances associated with this pump and
haul request as required by NCAC 2H .0205(d)(13). Please note that P&H Permits are
not intended to allow the use of wastewater collection/disposal facilities for commercial
or residential development prior to the date by which permanent wastewater disposal

Originally, the construction of approximately 36,000 LF of 6-inch force main and a pumping
station serving North Lincoln High School was to be completed by July V of 2003.
However, due to inclement weather conditions over the past few months the completion of
the project has been rescheduled for the first of August when the students arrive. Pumping
and hauling wastewater from the school site will be needed by the fist of July because the
faculty will be occupying the school at this time.
The faculty will produce approximately 600 gallons of wastewater per day. The proposed
storage tank will be a previously installed manhole located on the school grounds. It is
shown as the manhole at Sta. 0+00 (PS-LINE-2) on the attached plans. There is an effluent
8-inch sanitary sewer line at this manhole junction. It will be plugged to prevent any
wastewater from exiting into the unfinished pumping station. The 8-inch influent sewer line
labeled as PS-LINE-1 serves a field house that will not be occupied at this time. There will
be a temporary audible and visual alarm system installed at this manhole. Please refer to
the attached Alarm Panel Schematic Diagram. A ball float will be installed to activate the
alarm system at a specified elevation (See Attached Calculations). With these specifications
the manhole will have a storage capacity of 11 11 gallons. Thus, we are requiring the
manhole to be pumped daily.

Dear Mr. Parker:
Several weeks ago it was brought to my attention that the expected construction completion date of
North Lincoln High School's Wastewater Facilities was not going to be met because of inclement
weather conditions. The new school is opening to accommodate its students August 7, 2003; however,
faculty members will be moving into the school as early as July 1, 2003. The construction of the
schools wastewater facilities, which include 36,000 LF of 6-inch force main and a pumping station, is
projected to be completed by the third week of July. For the school to have wastewater service
available by July 1, 2003, wastewater will have to be pumped out of the pumping station wet well and
hauled to the Forney Creek Wastewater Treatment Plant in Lincoln County. The Forney Creek
Wastewater Treatment Plant has the capacity to accommodate for the added 600 gallons per day of
wastewater from the school. Pumping and hauling the wastewater is the only available option for
providing the school with a temporary sewer service until late July when the construction of the
wastewater facilities is complete.

d. A letter must be provided from the owner/authority of the receiving wastewater
treatment facility stating that the pumped and hauled wastewater will be accepted and
specifying the volume of wastewater that will be accepted.
A letter or contract from the hauler stating his capability and willingness to perform
the pumping and hauling.
f. Please provide a cover letter explaining the circumstances associated with this pump and
haul request as required by NCAC 2H .0205(d)(13). Please note that P&H Permits are
not intended to allow the use of wastewater collection/disposal facilities for commercial
or residential development prior to the date by which permanent wastewater disposal
facilities are expected to be operational.

holding tank at North Lincoln High School. The septage will be disposed of, according to all ordinances and
codes given with our permit to be a Septage Management Firm.. The tentative dump site will be the Forney
Creek Waste Water Treatment Plant of Lincoln Co. The scheduled pumping will begin on July 1, 2003 and will
occur once per day until the contractor completes the new lift station for the school.
