RS – Site Viability Request, Dead Tree Nutrient Offset Site Page 1
Restoration Systems' (RS) requests a viability assessment for over 10,000 feet of water features on four
adjacent tracts of land totaling 1336 acres for the development of a nutrient offsite bank parcel. The
four parcels are now owned by three descendants of the Harris family. Landowner authorization letters
are attached along with the following detailed description of the parcel, including a historical land use
analysis.
Site Description
The farm is located 5 miles east of Whitakers, NC in Edgecombe County on either side of Red Hill Church
Road. The farm straddles the TarPam 01 and 02 boundary with most water features draining into Fishing
Creek to the North in TarPam 02 with remaining features draining into a tributary to White Oak Swamp in
TarPam 01. The farm has been utilized for row crop production and land use has not changed since at
least 1994 based on a review of Google Earth aerial imagery. The site is located at the intersection of
three 14 digit HUCS: 03020102040010, 03020102060010, and 03020101160100 within the Tar-Pamlico
River Basin. Water features are largely mapped on the USGS and NRCS mapping with LIDAR imagery
showing topographic valleys for most of the features.
