On October 8, 2020 staff of the NC Department of Environmental Quality (DEQ) Division of
Water Resources (DWR), Water Quality Regional Operations Section (WQROS) inspected the
Honeycutt Farms and the permitted waste disposal system. We wish to thank Mrs. Greer Moore
for her assistance during the inspection.
As a result of this incident, you are hereby notified that, having been permitted to have a non -
discharge permit for the subject animal waste disposal system pursuant to 15A NCAC 2T
Section .1300, you have been found to have been found to be in violation of your permit as
follows:
Deficiency 1:
Land application rates that were not in accordance with the CAWMP. In no case shall the total
land application rates from all nutrient sources exceed the agronomic rate of the nutrient of
concern for the receiving crop. [15A NCAC 02T. 1304(b)] in accordance with Condition I14. of
Swine Waste System General Permit No. AWG100000.
On October 8, 2020 during your Routine Compliance Inspection DWR staff documented that
your records indicated you exceeded the PAN rate in February 2020 on over seeded Bermuda.
The over application amount was taken off of the Bermuda crop in March 2020. Also, due to rain
and a washed out waterway in the spray field that prevented waste application in this area, your
records documented that you exceeded the PAN rate on your Bermuda fields for 2020.

Required Corrective Action for Deficiency 1:
In the future, keep fields maintained in a timely manner to make sure you have the ability to
apply waste on all of your application fields. DWR staff would like to thank you for your
concern of applying waste in the washed out area that could have caused a discharge. In the
future, utilize the additional crop land in your CAWMP.
Deficiency 2
Failure of the Permittee to maintain, in full force and effect, lessee and landowner agreements,
which are required in the CAWMP, shall constitute grounds for revocation of its COC to operate
under this General Permit- [15A NCAC 02T .0110(1)] Condition V 6 of Swine Waste System
General Permit No, AWG100000.
On October 8, 2020 during your routine compliance inspection, it was documented that you
failed to secure a lease agreement with the new land owner for a field that is in your waste plan.
In addition, this field has no irrigation design.
Required Corrective Action for Deficiency 2:
If you have not done so secure a lease agreement with the new land owner, and in addition
complete an irrigation design for these fields.
You are required to take any necessary action to address the above deficiencies:
The Division of Water Quality requests that, in addition to the specified corrective action above, please
submit the following items on or before January 15, 2021.
1. An explanation from the OX for this farm regarding how this violation occurred.
2. A list from the 01C concerning the steps that will betaken to prevent these violations from
occurring in the future.
3. Documentation that the lease agreement and irrigation design have been completed.
Failure to comply with conditions in the permit may result in a recommendation of enforcement
action, to the Director of the Division of Water Resources who may issue a civil penalty
assessment of not more than twenty-five thousand ($25,000) dollars against any "person" who
violates or fails to act in accordance with terms, conditions, or requirements of a permit under
authority of G.S. 143-215.6A
