Several options are proposed. Based on the project information provided, the following concerns may need to be addressed: NPDES Construction Stormwater Permit NCGO10000 — This permit is issued concurrently with an approved Sediment and Erosion Control plan to control stormwater discharges from construction activities. If greater than one acre is disturbed (and an approved Erosion and Sediment Control Plan is required by the Division of Land Resources or a delegated program), an NCGO10000 is required. If an approved Sediment and Erosion Control Plan is not required, the Forest Service and/or its agents should ensure that sediment is not lost to surface waters during and after trail construction activities. Wayehutta Creek is Classified WS-III [Stream Index 2-79- 29]. The following concerns may need to be addressed: NPDES Construction Stormwater Permit NCGO10000 — This permit is issued concurrently with an approved Sediment and Erosion Control plan to control stormwater discharges from construction activities. If the proposed project will disturb greater than one acre, an NCGO10000 permit is required. [From the project description, it does not appear that more than one acre would be disturbed]. The following concerns may, or will likely, need to be addressed: NPDES Construction Stormwater Permit NCGO10000 —.This permit is issued concurrently with an approved Sediment and Erosion Control plan to control stormwater discharges from construction activities. The following concerns may need to be addressed: 1. NPDES Construction Stormwater Permit NCGO 10000 — This permit is issued concurrently with an approved Erosion and Sedimentation Control plan to control stormwater discharges from construction activities. If greater than one acre is disturbed, a NCG010000 is required. 2. Post construction stormwater — The Division does not anticipate adverse impacts from stormwater at the site. The County should ensure that the homes have adequate wastewater disposal. The DWQ is unsure if these homes are served by a regional system or on septic systems. The following concerns regarding Surface Water Protection Section permitting may, or will likely, need to be addressed: NPDES Construction Stormwater Permit NCGO10000 — This permit is issued concurrently with an approved Sediment and Erosion Control plan to control stormwater discharges from construction activities. If greater than one acre is disturbed, a NCG010000 stormwater permit is required. 2. 401 Water Quality Certification — If a 404 permit is required by the Army Corp of Engineers for the water intake structure, the water treatment plant and associated utility line construction (for on -site stream and/or wetland impacts), a 401 Water Quality Certification is necessary. Depending on the amount of impact to a stream and/or wetland — written concurrence from this office may be required. Trout Buffer - Due to the B Trout Classification at the water treatment plant site (unnamed tributary to the Tuckasegee River, SI: 2-79-(30)), TWASA and its consultants should contact the Division of Land Resources regarding any impacts to the 25 foot Trout buffer. 4. NPDES Wastewater Permit — Should filter backwash and/or residuals decant water be discharged to surface waters, an NPDES permit will be necessary. It appears from the document that backwash will be pumped to the TWASA sewer system (as it is currently). TWASA and its consultants should ensure that the existing wastewater treatment system can accommodate the increase in backwash water, etc. from the expanded water treatment plant. TWSA proposes to expand the WTP capacity from 1.5 million gallons per day (MGD) to 3.0 MGD to meet growing water demand, by Western Carolina University's expansion plans that do not include any updates or expansion of the University's existing on -site water treatment capacity. The University's increased demand will be met by TWSA. Existing Facilities The run -of -river RWI is located on the southern bank of the Tuckasegee River 1,100 feet upstream of the Old Cullowhee Road (SR 1002) bridge and approximately 400 feet upstream of the Cullowhee Dam (Figure 1.0). The intake structure is concrete, with a manually cleaned mesh intake screen, and pump house containing two vertical turbine pumps, each capable of pumping 1.5 MGD to the WTP via the existing 12 inch raw water line. The Tuckasegee River is part of the Little Tennessee River Basin. Based on available 7Q10 data, the maximum amount available for withdrawal by TWSA at the RWI site is 10.1 MGD. The existing WTP is on SR 1002.0.5 mile south of the RWI (Figure 1.0). Raw water enters the plant via a 12-inch raw water line where it follows a conventional process of chemical mixing, flocculation, clarification/sedimentation, sand filtration, and chlorine disinfection. Filtered water is pumped to a 1.5 million gallon (MG) clearwell located 0.48 mile from the WTP which provides adequate chlorine contact time before treated water entering the potable water distribution system. Settled solids and backwash -waste are held in the 100,000-gallon backwash holding basin and then pumped to the TWSA sewer system. TWSA maintains 48 miles of galvanized steel, ductile iron, cast iron, and poly- . vinyl chloride (PVC) water distribution pipes. Goldstein and Associates, Inc. ENVIRONMENTAL CONSULTANTS Proposed Changes New chemical feed and storage and operations buildings are under construction at the WTP. These facilities will increase the WTP personnel safety and efficiency. To expand the WTP capacity to 3.0 mgd, TWSA plans the following additions: • Flocculation —sedimentation concrete basins; • 62' x 60' filtration building; • Membrane filtration equipment. • A separate 45' x 13' high service pumping building and pumps; • High service meter vault; • Backwash holding tank; • 1.5 MG concrete clearwell. At the raw water intake TWSA proposes the following changes: • A 20' x 28' addition on the South side of existing building (away from the river); • New electrical equipment including variable frequency drives (VFDs) and motor control centers (MCCs) will be installed in the newer portion of the building; • New 200-horsepower (HP) raw water pumps will replace the existing 100-HP pumps in the older portion of the building; • 'New HVAC equipment will be installed throughout the building; • A new fixed type stainless steel wedge wire intake screen with air purge system and connecting pipes will be installed from the existing building into the Tuckasegee. The screen spacing will be sized to assure that the maximum intake velocity is 0.5 feet/second, the limit recommended by North Carolina Wildlife Resources Commission (NCWRC). This screen system has been used successfully in many locations in rivers and wells; • A new maintenance access platform will be installed on the river side of the existing building. This construction will not involve any in -stream construction. Existing Environment and Impacts New construction will occur on previously disturbed land at both the existing WTP and RWI pump station sites. Total disturbance at the WTP will be 2.82 acres. At the intake pump station, the addition to the existing building will have a total impact of 0.065 acre. Temporary disturbance for in - stream construction will be necessary to replace the existing screen at the raw water intake site. Pre - construction contours at both sites will be restored to the extent practicable and excess soil will be disposed of in non -wetland locations. Construction techniques will be used to minimize siltation or other negative impacts on the Tuckasegee River. These techniques will include the temporary use of large, washed stone and silt fence to form a dry working area, thereby minimizing siltation of the river. ENVIRONMENTAL CONSULTANTS The North Carolina Division of Water Quality (NCDWQ) surface water classification for the Tuckasegee River at the RWI and extending approximately 0.5 miles upstream is WSIII & B- Tr -CA. Further upstream the NCDWQ surface water classification is WSIII & B- Tr. Tributaries upstream of the RWI have a WSIII surface water classification. TWSA's wastewater treatment plant #1(NPDES Permit NC0039578) is located 8 miles downstream of the TWSA RWI pumping station on the Tuckasegee River. The plant is operating under a Special Order of Consent due to problems meeting its permit limits. Work to upgrade the plant and increase capacity is ongoing. USDA Rural Development issued a Finding of No Significant Impact (FONSI) for the project in 2008. No portion of the WTP property is within the FEMA 100-year floodplain: The RWI pump station is located within the 100-year floodplain and. the new 20' x 28'. addition to the pump..station will be within the floodplain; total disturbance at the pump station will be 0.065 acre. The N.C. Natural Heritage Program (NHP) has records of 215 rare plant or animal species known from Jackson County, of which 54 are federally or state protected as endangered, threatened, or special concern. These species are listed in Table 1.0 with their corresponding federal and state protection status and habitat requirements. Recent GIS data from NHP indicates that a rainbow mussel (Villosa iris) was identified more than three miles upstream of the RWI site. Wavy -rayed lampmussels (Lamsilis fasciola) have been identified downstream of the RWI and the Cullowhee Dam. The element occurrences for protected vascular plants in the immediate vicinity are historic. There is a recent record of Eastern small -footed myotis (Myotis leibii) a mile southeast of the WTP. Based on existing databases, no impacts to prime or unique farmlands, recreational areas, or cultural resources are anticipated. The North Carolina State Historic Preservation Office is being copied on this scoping document to verify our findings relative to cultural resources. We are soliciting scoping comments from agencies and other interested parties to be addressed in the EA. Public Water Supply is the lead agency.
