This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0021547. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. Bill Deal (ORC) and Nathanael Moore (Town Engineer) were present and assisted in the inspection. Overall, the plant was well maintained and operated. No violations were found during the inspection. Is the screen free of excessive debris? Is disposal of screening in compliance? Is the unit in good condition? The bar screen was operating effectively at the time of the inspection. ORC reported some issues at the last inspection related to screen backups when septage haulers unload, and this continues to be an issue. In order to mitigate this issue, a bar screen has been ordered to catch trash from the septage haulers prior to entering the WWTP. Comment: Equalization Basins Yes No NA NE Is the basin aerated? Is the basin free of bypass lines or structures to the natural environment? Is the basin free of excessive grease? Are all pumps present? Are all pumps operable? Are float controls operable? Are audible and visual alarms operable? # Is basin size/volume adequate? Audio and visual alarms and SCADA were present and in use at the headworks. Alarms are checked regularly by WWTP staff. The EQ basin is aerated and gravity feeds to the WWTP. The ORC stated that prior to heavy rain they increase the flow out of the basin to prevent a surge to the top. Additionally, they have lowered the alarm in the basin so they have more time to respond to heavy rain and storm events. Comment: Oxidation Ditches Yes No NA NE Are the aerators operational? Does the foam cover less than 25% of the basin’s surface? Is the DO level acceptable? Are settleometer results acceptable (> 30 minutes)? Is the DO level acceptable?(1.0 to 3.0 mg/l) Are settelometer results acceptable?(400 to 800 ml/l in 30 minutes) The oxidation ditch uses floating brush aerators connected to in-line HACH DO meters The drives on the aerators were changed since the last inspection. The measured DO was 0.78 mg/L. The ORC stated they aim to keep the DO between 0.5 and 1 mg/L. The sludge is wasted around three days a week. Comment: Secondary Clarifier Yes No NA NE Is the clarifier free of black and odorous wastewater? Is the site free of excessive buildup of solids in center well of circular clarifier? Are weirs level? Is the site free of weir blockage? Is the site free of evidence of short-circuiting? Is scum removal adequate? Is the site free of excessive floating sludge? Is the drive unit operational? Is the return rate acceptable (low turbulence)? Is the overflow clear of excessive solids/pin floc? Is the sludge blanket level acceptable? (Approximately ¼ of the sidewall depth) Effluent from the clarifier appeared free of visible solids and there was no apparent build-up in center well. The ORC stated the center well is cleaned out as needed. The sludge blanket is checked daily and is around 2-3' in the first clarifier and 4-5' in the second clarifier. The clarifiers are around 14' in depth. Comment: Pumps-RAS-WAS Yes No NA NE Are pumps in place? Are pumps operational? Are there adequate spare parts and supplies on site? Two RAS pumps and one WAS were in operation. Since the last inspection, the other RAS pump and the WAS pump were replaced. The aerobic digester has a 1 MGD capacity with three blower motors that supply air to the 15 diffusers. Digester is aerated 12-13 hours a day during the summer and 8 hours a day during the winter months. Comment: Solids Handling Equipment Yes No NA NE Is the equipment operational? Is the chemical feed equipment operational? Is storage adequate? Is the site free of high level of solids in filtrate from filter presses or vacuum filters? Is the site free of sludge buildup on belts and/or rollers of filter press? Is the site free of excessive moisture in belt filter press sludge cake? The facility has an approved sludge management plan? The building that houses the belt filter press is well maintained and the equipment appeared to be clean and free of build-up. The press is used to dry sludge before it's hauled to the landfill. Comment: Disinfection-Liquid Yes No NA NE Is there adequate reserve supply of disinfectant?
