On December 9, 2020, a site inspection was conducted for the Lamont Road C&D Landfill' facility located off Lamont Road,
Fort Bragg, Cumberland County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review.
Mr. Lee Ward and Mr. Bill DeCarmine, among others, were also present during the inspection and their time and assistance
is greatly appreciated. The site visit and subsequent file review revealed that the subject facility is covered by NPDES
Stormwater General Permit NCG120000 under Certificate of Coverage NCG120093. Permit coverage authorizes the
discharge of stormwater from the facility to receiving waters designated as Bones Creek, a class C waterbody in the Cape
Fear River Basin.
Please refer to the enclosed Compliance Inspection Report for comments and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General, Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
A routine compliance inspection was scheduled regarding this facility's coverage under the NPDES NCG120000 Stormwater
General Permit for landfill operations. Per discussions with onsite representatives, however, C&D Landfill operations ceased
around 2015/2016 and the closure process was initiated. Additionally, the transfer station stopped receiving waste that
would be transported to other landfills and vehicle maintenance activities were moved to an offsite location. At the time of
inspection, areas of landfill operations were observed to be capped and generally stabilized with ground cover. Based on the
termination of associated industrial activities as well as the site observations, regional office staff relayed to onsite
representatives that rescission of coverage under the NCG120000 permit would be applicable should a Rescission Request
Form be submitted.
