TRC#2020-1639 - The Wilcox Preliminary Subdivision Dear Mr. Truby: In accordance with the State of North Carolina's Rule 15A NCAC 02B.0267-Jordan Water Supply Nutrient Strategy: Protection and Maintenance of Riparian Areas, any applicant that intends to disturb Zone 1 and Zone 2 of the stream buffer must show that there is "No Practical Alternative" than to impact the stream buffer. The applicant submitted a "No Practical Alternative Request" on December 11, 2020, stating that the stream buffer disturbance within Zone 1 and Zone 2 is necessary for stream piping, access a portion of the property, extend the street to comply with City of Greensboro Development Ordinance connectivity requirements, to provide water and sewer to lots, convey runoff from stream to existing storm sewer, and to construct road and create buildable lots. The City of Greensboro determined that the temporary and permanent impacts of the Jordan Watersupply Watershed stream are the following: Road and Sidewalk: Zone 1: Permanent Impacts: 3,617 sf Zone 2: Permanent Impacts: 3,109 sf Utility Sewer: Zone 1: Permanent Impacts: 1,227 sf Zone 2: Permanent Impacts: 780 sf Utility Water: Zone 1: Permanent Impacts: 990 sf Zone 2: Permanent Impacts: 814 sf Utility Storm: Zone 1: Permanent Impacts: 770 sf Zone 2: Permanent Impacts: 783 sf Grading: Zone 1: Temporary Impacts: 5,308 sf Zone 2: Temporary Impacts: 3,122 sf Utility Stream Piping: Zone 1: Permanent Impacts: 1,731 sf Information submitted by the applicant explained how the impacts have been reduced to the maximum extent practicable. Please be advised the applicant should secure any other required federal, state, and local certifications before the project proceeds. This approval is valid only for the purpose and design that was described in the application. If any modifications are made to the project a written notification describing the changes, must be submitted to the City of Greensboro Water Resources Department, Engineering Division (Stormwater Engineering Section). If the property is sold, the new owner must be given a copy of the certification and approval letter and is thereby responsible for complying with all conditions. This letter completes the review of The City of Greensboro, Water Resources Department, Engineering Division (Stormwater Engineering Section) under the Determination of No Practical Alternative.
