Memorandum

Regarding agent authorization for this project:
S&ME has been contracted by the City of Charlotte to assist in the preparation of the preconstruction notification
and agency consultation. Though S&ME is functioning as a consultant on this project, we are not operating as a
signatory agent, and actual document submittal will be conducted by Helen Simonson of the City of Charlotte, the
responsible party for the project. Therefore, formal Agent Authorization for S&ME is not required.
