Yes No Permit Type: NWP Project Description: The North Carolina Department of Transportation (NCDOT) intends to replace Bridge No. 166 on SR 1360, Smith Road, over Pawpaw Creek east of Mayo River State Park. In January 2017, an archaeological survey was recommended for an area of potential effects (APE) based on a proposed study area that encompassed 3.91 acres. In February 2018, revised plans were received that allowed for revisions to the APE for the bridge replacement project. This revised APE is estimated to encompass 2.8 acres (more than 1.33 hectares). SUMMARY OF ARCHAEOLOGICAL FINDINGS Brief description of review activities, results of review, and conclusions: As noted above, additional archaeological investigations were recommended for the bridge replacement project as it was originally proposed on January 5, 2017. The revised APE reduced the project footprint along the majority of the proposed length with the exception of new location construction to the west of the existing bridge structure. Along the east side of the APE the project appears to stay within existing right-of-way (ROW). According to the preliminary design, new ROW will be required to the west of the existing alignment to accommodate the new location for the bridge. On March 22, 2018, NCDOT archaeologists Shane Petersen and Brian Overton conducted archaeological investigations for the revised APE. A visual inspection of the APE was conducted, generally confirming that portions of the APE to the north of Pawpaw Creek were significantly disturbed within existing ROW and steeply sloped outside of those areas, particularly to the west of the project. To the south of Pawpaw Creek, the APE on the east side of SR 1360 falls within existing ROW and is dominated by both the existing transportation facilities and the sloped easement adjacent the facility. None of these areas required further testing. To the southwest of the existing bridge, the sloped southern end of the project area meets a small wetland that forms a wooded boundary along the southern edge of the cleared field adjacent Pawpaw Creek. This wetland appears to represent either a backchannel across the bend in Pawpaw creek at this location or a change in the alignment of the confluences of drainages in this areas following Late Holocene down-cutting into the alluvial terrace. Only one transect of subsurface tests was excavated within the revised APE. This transect was placed to the south of Pawpaw Creek and to the west of SR 1360. Four shovel test pits were excavated on a 15- meter interval from the south of Pawpaw Creek to just north of the wetland area. Subsurface investigations did not reveal the presence of any archaeological resources. Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project.
