Project Description: Replace Pipe No. 40 2112 (stone and terra-cotta-block culvert) on
SR 2735 (Sockwell Road) over UT to Reedy Fork, 1.2 mile east of intersection with NC
61 (off-site detour planned, no improvements).
SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW
Description of review activities, results, and conclusions: HPOWeb reviewed on 8 January 2016
and yielded one SS and no NR, SL, DE, or LD properties in the Area of Potential Effects (APE).
The APE for historic architectural resources extends 100 feet from either end of the proposed
1056-foot (0.2 mile) project length (E-W) and 100 feet to either side of the SR 2735 (Sockwell
Road) centerline (N-S) to encompass anticipated construction activities. Guilford County current
GIS mapping, aerial photography, and tax information reveal an APE of cleared and cultivated
parcels with some woodland in the vicinity of the existing culvert; Google Maps"Street View"
and other visuals confirm the proximity of several pre-1960s resources to the proposed
construction (viewed 8 January 2016). No National Register-listed resources are located along
the proposed detour route. The project will be reviewed for compliance with both GS 121-12(a)
and Section 106.
Standing pre-1960s resources include the previously recorded, late-nineteenth-century House
(GF0649) located approximately 700 feet south of SR 2735 (Sockwell Road) and 150 west of
the culvert to be replaced and a circa-1940 house located approximately 750 feet north of the
same road and 825 feet west of the culvert, both well beyond likely project impact. A 73.59-
acre parcel (PIN: 8838744721) on the north side of SR 2735 (Sockwell Road) contains a circa-
1960 house and outbuildings, most of which stand about 235 feet west of the existing culvert
and 100 feet and more north of the road; in addition, a small frame outbuilding is located about
28 feet from the SR 2735 (Sockwell Road) centerline and 70 feet west of the culvert. All of the
buildings are unexceptional examples of their types. No notable landscape features are evident
on any of the three properties.
The existing culvert, however, is one of very few known examples in North Carolina of a short-
lived construction method employed for such structures during the earliest decades of the
twentieth century. The masonry arch culvert is composed principally of segmental and
rectangular block (also called hollow building tile) manufactured by the Pomona Terra-Cotta
Company (1886-1975) near Greensboro, is framed by headwalls of more conventional stone
rubble construction, and carries the Reedy Fork UT beneath the width of SR 2735 (Sockwell

Road). NCDOT—Historic Architecture evaluated the structure and recommended it as eligible
for listing in the National Register, a finding with which the State Historic Preservation Office
(HPO) has concurred (see attached memo from HPO). NCDOT—Archaeology also established
eligibility in consultation with the Office of State Archaeology (OSA); OSA has assigned the site
number 31GF561** to the culvert and agreed that it will be adversely affected by the proposed
project. Effects consultation for architectural eligibility is required as well.

setting forth a mitigation plan including 1) photodocumentation; 2) terrestrial LiDAR
scans and production of 3-D renderings (NCDOT Photogrammetry Unit); and 3) partial
excavation, retrieval, and curation of representative Pomona blocks.

Reedy Fork under SR 2735, 15-12-0009,Guilford County,ER 19-1707
Thank you for your May 6,2019,memorandum concerning the above-referenced undertaking and the
discovery of a Pomona-Block culvert used in road construction.Based on the information provided,we agree
that the culvert is eligible for listing in the National Register of Historic Places under Criteria C and D.While
we understand that the resource has been assigned the site number 31GF561**by the Office of State
Archaeology,we will assign it a structures number so that it appears on our HPOWEB map on-line.
We also agree that with the finding of adverse effect and look forward to reviewing your draft Memorandum of
Agreement and accompanying Data Recovery Plan as this is a federal action requiring a permit from the Army
Corps of Engineers and their compliance with Section 106 of the National Historic Preservation Act.
