Project Description 3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Land use is residential (rural homesite). The stream is presently in good condition and the owner would like to have parcel rezoned to commercial. 3b. List the total estimated acreage of all existing wetlands on the property: 0 3c. Explain the purpose of the proposed project: For the rezoning of this parcel the owner would need a stream crossing atthis location for easy access to this property 3e. Describe the overall project in detail, including the type of equipment to be used: This project would include installing a 96" pipe in the stream. This pipe matches the pipe side of a stream crossing just upstream from this project. The pipe would be installed and backfilled with suitable fill material and the material would be compacted after every two feet above the stream. Some Class B rip-rap would be placed around both ends of the pipe for stabilization. The area around where the pipe is being installed is already being maintained as part of the Pitt County Drainage District so all disturbed areas would be reseeded at the end of the project. There would be digging in the stream to set the pipe, so a check dam would be installed in stream to control sedimentation. The digging and setting of the pipe would be done by excavator. 4.
