Developed areas within the corridor include U.S. Interstate 40, and areas along Diamond Shamrock road approaching the Chromium Elementis plant that was part of roadway/railway right-of-way development. 3b. Explain the purpose of the proposed project: The purpose of the project is to provide natural gas utility service to the Chromium Elementis plant via a 6-inch transmission line. 3e. Describe the overall project in detail, including the type of equipment to be used: The construction corridor will be 30-foot wide with the vegetation within it clear cut using mechanical equipment. The majority of the line will be installed in a shallow, open trench excavated using mechanical equipment. Directional bore technology will be used to cross under U.S. Interstate 40, Holly Shelter Road and Diamond Shamrock Road, and to pass beneath and avoid the three streams present within the project corridor. A 20-foot wide permanent corridor will be maintained through regular mowing in order to provide constant line-of-sight for the transmission line. 4. Jurisdictional Determinations 4a. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. There will be no loss of wetland for this project. Impacts will result in conversion only. Of the 30-foot construction corridor, only 20 feet has been identified to be permanently maintained. Additionally, the original corridor alignment would have begun on Sidbury Road and traversed cross-country to reach the Chromium Elementis plant. Jurisdictional delineation and surveying had begun and progressed through approximatley 2/3 of this alignment when PNG decided that this alignment would result in too many impacts to jurisdictional features. In response, the alignment was altered to begin on the west side of 1-40 at the Holly Shelter Road interchange. During field investigation and planning, the new alignment was re-routed to cross from the north side of Holly Shelter to the south side further west than originally planned in order to avoid impacting a large wetland area across Holly Shelter Road from Wetland 3 (see wetland impact plans for location of Wetland 3). The corridor along Diamond Shamrock was moved from the west side to the east side of the road and abuts the DOT right-of-way resulting in a reduction of 0.17 acres of permanent wetland impacts. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Directional bore technology is being proposed which will result in avoid 0.31 acres of wetland and 309 linear feet of perennial and intermittent stream channel. 2. We believe that the requirements of section 7(a)(2) of the Act have been satisfied for your project. Please remember that obligations under section 7 consultation must be reconsidered if. However, the Service is concerned about the potential impacts the proposed action might have on aquatic species. Aquatic resources are highly susceptible to sedimentation. An erosion and sedimentation control plan should be submitted to and approved by the North Carolina Division of Land Resources, Land Quality Section prior to construction. Erosion and sedimentation controls should be installed and maintained between the construction site and any nearby down-gradient surface waters. In addition, we recommend maintaining natural, vegetated buffers on all streams and creeks adjacent to the project site. The North Carolina Wildlife Resources Commission has developed a Guidance Memorandum (a copy can be found on our website at (http://www.fws.gov/raleigh) to address and mitigate secondary and cumulative impacts to aquatic and terrestrial wildlife resources and water quality.
