Directions to Site: From the junction of Wilkinson Boulevard (US Highway 29/74 ) and North Main Street (NC Highway 7 ) in the Town of Belmont, Gaston County, travel south on NC Highway 7 approximately 0.70 mile. The site is on the left (east) side of the road near the junction with Catawba Street (NC Highway 7 also). 6. Discharge Point(s). List for all discharge points: Latitude: 350 14' 42" Longitude: 81° 02' 18" Attach a U.S.G.S. map extract and indicate treatment facility site and discharge point on map. USGS Quad No.: G 14 NE USGS Name: Belmont, NC -SC 7. Site size and expansion are consistent with application? Yes X No If No, explain: 8. Topography (relationship to flood plain included): The site was graded level but not in a flood plain. 9. Location of nearest dwelling: None. 10. Receiving stream or affected surface waters: Unnamed tributary to Catawba River a. Classification: WS-IV&B CA b. River Basin and Subbasin No.: 03-08-34 C. Describe receiving stream features and _pertinent downstream uses: The proposed discharge is to a storm sewer of the Town of Belmont. The storm sewer enters a segment of the Catawba River that is classified as WS- IV&B CA near the water intake for the Town of Belmont. Downstream users are unknown. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. a. Volume of wastewater to be permitted: 0.00288 MGD* (Ultimate Design Capacity) *Based on information provided by the applicant. b. What is the current permitted capacity of the wastewater treatment facility? N/A. Proposed discharge. C. Actual treatment capacity of the current facility (current design capacity)? N/A. Proposed facility. d. Date(s) and construction activities allowed by previous Authorizations to Construct issued in the previous two years: None. e. Please provide a description of existing or substantially constructed wastewater treatment facilities: N/A. Proposed facility. f. Please provide a description of proposed wastewater treatment facilities: The proposed groundwater remediation facility will consist of a recovery well, a holding tank, an oil/water separator, a transfer tank, air stripping unit with flow meter, and a carbon adsorption unit. g. Possible toxic impacts to surface waters: Discharges of this nature have been found to exhibit toxicity. h. Is this facility being constructed with Construction Grant Funds or are any public monies involved (municipals only)? N/A. 2. Special monitoring or limitations (including toxicity) requests: The proposed discharge is to a storm sewer which enters a segment of the Catawba River that is downstream to the water intake of the Town of Belmont. Therefore, a toxicity limit may be necessary as similar discharges have been known to be toxic. 3. Important SOC, JOC or Compliance Schedule dates: (please indicate) N/A. Alternative Analysis Evaluation: Has the facility evaluated all of the non -discharge options available. Please provide regional perspective for each option evaluated. Spray Irrigation: Insufficient land area available for a spray irrigation system. Connection to Regional Sewer System: The Town of Belmont does not accept treated groundwater to its sanitary sewer system. Subsurface: Insufficient land area available for a surface disposal system. Other Disposal Options: Not evaluated. 5. Air Quality and/or Groundwater concerns or hazardous materials utilized at this facility that may impact water quality, air quality or groundwater? The proposed treatment facility is to remediate groundwater that has been contaminated with petroleum products. Contaminated groundwater will be recovered and treated via the proposed facility prior to discharging to a storm sewer of the Town of Belmont. No hazardous materials will be used at this facility. However, due to the fact that the storm sewer enters a segment of the Catawba River that is classified as WS-IV&B CA waters, adverse impacts on water quality may possibly occur. 6. Other Special Items: None. PART IV - EVALUATION AND RECOMMENDATIONS R. L. Stowe Mills, Inc. requests an NPDES General Permit for the discharge of treated groundwater from a proposed groundwater remediation facility to be located on a vacant lot. A service station had been located on the lot, which is currently owned by Stowe Mills. The proposed facilities will treat groundwater that has been contaminated with petroleum products. Recovered groundwater will be treated via oil/water separator followed by air -stripping and carbon adsorption prior to discharging to a storm sewer in the Town of Belmont. The storm sewer enters a segment of the Catawba River that is classified as WS-IV&B CA near the water intake of the Town. Since the proposed discharge enters the water intake area for the Town of Belmont, possible adverse impacts on drinking water NPDES Permit Staff Report Version 10/92 Page 4 could occur. Therefore, the Mooresville Regional office recommends that an NPDES Individual Permit with toxicity limit (if necessary) be issued to the applicant, in lieu of the requested General Permit. Please note, with the same submittal, the applicant is also applying for an Authorization to Construct. Pending final review and concurrence with SERG, it is recommended that an Authorization to Construct be issued concurrently with th2 Permit.
