approximately 0.70 mile. The site is on the left (east) side
of the road near the junction with Catawba Street (NC Highway
7 also).

PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS

requests: The proposed discharge is to a storm sewer which
enters a segment of the Catawba River that is downstream to
the water intake of the Town of Belmont. Therefore, a
toxicity limit may be necessary as similar discharges have
been known to be toxic.

4. Alternative Analysis Evaluation: Has the facility evaluated
all of the non -discharge options available. Please provide
regional perspective for each option evaluated.
Spray Irrigation: Insufficient land area available for a
spray irrigation system.
Connection to Regional Sewer System: The Town of Belmont does
not accept treated groundwater to its sanitary sewer system.
Subsurface: Insufficient land area available for a surface
disposal system.
Other Disposal Options: Not evaluated.
5. Air Quality and/or Groundwater concerns or hazardous materials
utilized at this facility that may impact water quality, air
quality or groundwater? The proposed treatment facility is to
remediate groundwater that has been contaminated with
petroleum products. Contaminated groundwater will be
recovered and treated via the proposed facility prior to
discharging to a storm sewer of the Town of Belmont. No
hazardous materials will be used at this facility. However,
due to the fact that the storm sewer enters a segment of the
Catawba River that is classified as WS-IV&B CA waters, adverse
impacts on water quality may possibly occur.
6. Other Special Items: None.
PART IV - EVALUATION AND RECOMMENDATIONS
R. L. Stowe Mills, Inc. requests an NPDES General Permit for
the discharge of treated groundwater from a proposed groundwater
remediation facility to be located on a vacant lot. A service
station had been located on the lot, which is currently owned by
Stowe Mills. The proposed facilities will treat groundwater that
has been contaminated with petroleum products. Recovered
groundwater will be treated via oil/water separator followed by
air -stripping and carbon adsorption prior to discharging to a storm
sewer in the Town of Belmont. The storm sewer enters a segment of
the Catawba River that is classified as WS-IV&B CA near the water
intake of the Town.
Since the proposed discharge enters the water intake area for
the Town of Belmont, possible adverse impacts on drinking water

could occur. Therefore, the Mooresville Regional office recommends
that an NPDES Individual Permit with toxicity limit (if necessary)
be issued to the applicant, in lieu of the requested General
Permit. Please note, with the same submittal, the applicant is
also applying for an Authorization to Construct. Pending final
review and concurrence with SERG, it is recommended that an
Authorization to Construct be issued concurrently with th2 Permit.

This is to acknowledge receipt of the following documents on November 18, 1994:
• NPDES Notice of Intent for coverage under NCG510000
• Application package including data analyses and plans and specifications
• Application processing fee of $400.00
• Authorization to Construct processing fee of $150.00
The following item(s) are needed before review can be completed:
• Insufficient analytical data was provided to determine the contaminant components. Please provide
additional analyses for naphthalene and phenol.
If the application is not made complete within thirty (30) days, it will be returned to you and may be
resubmitted when complete. Please note that the general permit for which you have applied is applicable
only for groundwater remediation of gasoline. Diesel fuels cannot be remediated under this general
permit. If the contaminants on -site include diesel or fuel oils you are advised to submit the above
requested information along with a written request to change the general permit application to an individual
application.
I am, by copy of this letter, requesting that our Regional Office Supervisor prepare a staff report and
recommendations regarding this discharge. You will be advised of any comments, recommendations,
questions, or other information necessary for the application review. If you have any questions regarding

Dear Mr. Stowe:
This correspondence is to acknowledge receipt of the previously requested additional information
concerning analyses for naphthalene and phenol. Your prompt attention to this request is appreciated.
Upon review of this additional information, it appears that this discharge will contain remediated waters of
both gasoline and diesel contamination. Currently, the general permit series NCG510000 covers only
gasoline remediations. Therefore, you are required to obtain an individual permit for this discharge.
This project was assigned initially a general permit number upon receipt. In light of the additional
information, this project has been assigned individual permit number NCO084727 and Authorization to
Construct number AC0084727. Please reference these numbers in all correspondence regarding this
permit.
The individual permit process can be more time consuming that the general permit process. However, a
staff report has already been prepared for this discharge and application review has begun. Therefore, it
does not appear that there will be any additional delays incurred under the individual permit application
process verses the general permit process. You will be advised of any comments, recommendations,
questions, or other information necessary for the application review. If you have any questions regarding
