We are hoping to have these lifts put in to help us with loading and unloading our handicap grandson. It is very difficult to do the boating we so enjoy with him when we have to load the boat from the trailer to the water each time we go out. So we are looking to reduce the amount of prep we currently have to do. The lifts would make it much easier and time efficient with this task. Our new lifts will be 13'x13' and have a 2'x24' wallboard attached, to enter the lift from the floaters. We will install these lifts using our barge and some small hand tools. We will fist install the pilings for the lift at Paul Tharp's property at 50 Anson St. in Ocean Isle Beach North Carolina followed by the install of the boat lift. No equipment will be stored on site and this install should only take two or three days to complete. His existing floating dock of 8'x16' with a 16'x3' gangway coming from a small 6'x4' walkway will be used to enter and exit the lift. Mr. Tharp has two existing docks on his Connor property, each with the same dimensions, one on the north side and on the west side of the property. We have designed the lifts to be installed under the CAMA guide lines and are hoping that you will allow us to utilize our current docks to support this request. PROJECT SUMMARY: The applicant proposes to install two (2) new boatlifts adjacent to existing floating docks. Paul Tharp Page Two 9. PROJECT DESCRIPTION The applicant's property is located at 50 Anson Street, in the Town of Ocean Isle Beach, Brunswick County. To find the project site, travel south on US Highway 17 to Ocean Isle Beach Road SW. Turn Left onto Ocean Isle Beach Road SW and travel approximately 4.6 miles onto Ocean Isle Beach to 2nd Street. Turn left onto 2nd Street and travel approximately 0.7 miles to Anson Street. Turn left onto Anson Street and travel approximately 0.3 miles to the end of the street. The subject property will be located on the right. The property consists of a lot, approximately 8,320 square feet in area, with an average approximate elevation of 15' above normal high water (NHW) and approximately 184 lineal feet of shoreline frontage. The property is bordered by a man-made canal on the west, north and east, residential development to the south and the road right-of-way to the southwest. Existing man-made structures consist of a single-family residence, a concrete bulkhead which wraps around the west and east sides of the lot and two (2) piers with floating docks, one located on the west side and one located on the east side of the lot. The existing piers are identical and measure approximately 6' x 4' which connect to an access ramp measuring approximately 16' x 3' which connects to a floating dock measuring approximately 16' x 8'. Vegetation on the high ground portion of the lot consists of lawn grasses, ornamental shrubs and palm trees. The Ocean Isle Beach Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Residential. The waters of the AIWW are classified SA by the Division of Water Quality and are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. They are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant is proposing to install two (2) new boatlifts adjacent to the existing floating docks. As proposed, there would be a new boatlift measuring approximately 13' in length by 13' width located on the east side of the existing floating dock on the west side of the lot (see Sheets 1 & 2 of 2). A second boatlift with the same dimensions is proposed on the south side of the floating dock located on the east side of the lot. The applicant is also proposing to install a walk board on the waterward side of each proposed boatlift measuring approximately 24' in length by 2' in width to allow for access from the existing floating docks. The current water depth averages approximately -3' relative to Normal Low Water (NLW) within the area of the proposed boatlifts. The lifts would provide two (2) additional slips to allow for a total of four (4) vessels at this docking facility. 10. ANTICIPATED IMPACTS The installation of the two (2) boatlifts with walk boards would incorporate approximately 434 sq. ft. of Estuarine Waters and Pubic Trust Area, and would allow docking space for up to four (4) vessels. The lifts do not appear to encroach into the adjacent 15' Riparian Corridor Setbacks. The proposed boatlifts would extend approximately 20' into the waterbody, which measures approximately 94' across on the east side and 109' across on the west side, thus conforming to the 1/a width rule. It appears that they would not exceed the established pier line. Minor increases in turbidity should be expected during construction.
