Dear Mr. Biberdorf,
This letter serves as the Corps evaluation of the April 2020 mitigation monitoring report
(Year 5) for the Heart of Fletcher Stream Restoration/Relocation Site and response to the request
to close-out the mitigation requirement per the conditions of the Department of Army's permit
issued to the Town of Fletcher on February 14, 2012, for the Heart of Fletcher project in
Fletcher, Henderson County, North Carolina.
In the review of the monitoring report and conductance of a site inspection on November
18, 2020, it has been determined the required success criteria for the mitigation site have been
met. Thus, concluding the final year of monitoring.
By copy of this letter, the Corps has determined that the Town of Fletcher has fulfilled its
mitigation responsibility as it relates to the permitted authorization for the above referenced site.
Please be reminded of the permit requirement that all mitigation areas must be kept in their
natural state in perpetuity. If you have any questions or comments, please do not hesitate to
contact me (828-271-7980, ext. 4232 or david.w.brown@usace.army.mil).
