Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The surrounding land use is a mixture of single-family residences, apartments and forested land. The south property boundary is Rosewood Meadow Lane. The site is mostly immature upland forest, bottomland hardwood wetlands, some cleared areas and a tributary to McDowell Creek. The project is a sanitary sewer pipe line to support the development of a small public park and associated bathroom facilities. The sanitary sewer ties into an eAsting sewer that runs parallel to the unnamed tributary to McDowell Creek. The sewer will be installed perpendicular to a forested wetland. All impacts Will be temporary and the applicant will conform to the attached Permittee Responsible Mitigation Plan. The wetland areas will be restored to the original grades and stabilized with temporary annual rye and permanent native grass and\or wildflower mixes within 30 days after construction. 4b.
