4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The project area consists of an wasting residential development that is partially developed. Roads and utilities have been installed, but several lots are still undeveloped. Note that a lift
station currently exists on Lot 24 and appears to have been partially constructed in wetlands (over 20 years ago). Adjacent land use is residential, golf course, or undeveloped and
forested.

The purpose of the project is to complete construction of the existing Cape Side residential subdivision. Wetland impacts are needed to construct homes on two of the twenty five
remaining platted lots. After -the -fact impacts that appear to have occurred when a lift station was installed many years ago is also included.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
Lots to be developed will be cleared of vegetation and fill material will be added as needed to grade the development area. Then home construction will occur. Track hoe, loader, dump
truck, bob cat, and other standard construction equipment will be used.

la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Impacts within the subdivision were minimized as much as practicable. Of the entire subdivision, there are only two lots that need fill. Lot 49 has
wetlands in the front of the lot and impacts could not be avoided. Lot 24 is almost entirely wetlands. Without impacts, both lots would be
undevelopable, which is not economically feasible for the applicant. Note that wetland impacts on several other lots were considered, however the
applicant decided to use a smaller house footprint to avoid impacts to these areas.

Stormvater and sedimentation and erosion control permits have been obtained for the subdivision.

The NC Natural Heritage Program database was used to determine the known presence of rare species. No federally listed species are known to
occur on the site. The wood stork, West Indian manatee, and American alligator are known to occur within one mile of the site. The wood stork and
manatee reside in areas near the Calabash River, which is approximately 3/4 mile south of the site. Suitable habitat for these species does not exist
on site. Additionally, the site supports a pine -hardwood canopy with a dense shrub layer and would not provide suitable habitat for the red cockaded
woodpecker. Forested areas within the site may support appropriate roosting habitat for the northern long-eared bat. However, the species is not
know to occur in Brunswick County.
