The project site is currently vacant and consists of managed grassed cover. The
project site is bounded on the north by vacant (managed grassed cover), bounded
on the east by commercial (Speedway and Wendy's), bounded on the south by
NCSR 1708 — W. Fire Tower Road, and bounded on the west by Whitley Drive.

Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:*
The project site is located at the intersection of W. Fire Tower Road and Whitley
Drive in Greenville, Winterville Township, Pitt County, North Carolina. The project
site area is 1.954 ac. The project site is currently vacant. The purpose of this
project is to construct a four -in -one restaurant building and the required associated
parking, storm drainage system, and utilities to serve the proposed development.
Due to site constraints, the proposed development on this property will require the
installation of a wetland swale for treatment and attenuation purposes to satisfy City
of Greenville stormwater management requirements since there is not enough
space to install conventional stormwater wetland or wet pond due to existing ditches
and riparian buffer taking up a lot of space on this property.
Proposed wetland swale has the capability of reducing post -development nitrogen
and phosphorus export rates by 30% according to NCDEQ's latest stormwater
crediting document. The wetland swale provides the same treatment as a regular
wet pond. Due to site constraints, part of wetland swale will be located within zone 2
of riparian buffer. New riparian buffer rules that became effective in June of 2020
allow the installation of SCM's within zone 2 of riparian buffer with NC DWR approval
and without mitigation as long as zone 1 of riparian buffer is not disturbed and as
long as SCM achieves 30% reduction in nitrogen export rate, same as a typical wet
pond. It is anticipated that all conventional types of earthmoving equipment will be
used during construction of this project.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.*
The existing riparian buffer and ditches take up a lot of space at the project site. As
such, there is not enough available area to install a conventional stormwater
wetland or a wet pond to treat the runoff from the proposed built upon area. In order
to install stormwater wetland or a wet pond at the project site, both of them would
need to encroach into riparian buffer just like the proposed wetland swale. However,
besides encroaching into just zone 2 of riparian buffer, both the stormwater wetland
and the wet pond would also need to encroach zone 1 of riparian buffer and the
reason for that is the need for deep pools per the minimum design criteria. As such,
wetland swale was left as the only feasible option because with a wet swale an
impact to zone 1 of riparian buffer could be avoided completely because wetland
swale does not need large deep pools/forebays like a stormwater wetland or a wet
pond does. The use of wetland swales is also typical in NCDOT projects where it is
not feasible to install treatment ponds due to available area limitations.
The wetland swale and the outlet from the wetland swale was placed downstream in
such a way that impacts to zone 1 of riparian buffer were avoided completely. The
impacts to zone 2 of buffer consist of grading for the purpose of the installation of a
wetland swale that reduces nitrogen export rate by 30%, same as a conventional
wet pond.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. *
Construction limits will be precisely located in the field to avoid further additional
impacts. Silt fence will be placed along the line dividing the riparian buffer into zone
1 and zone 2 as part of erosion control measures wfiose purpose is to avoid and
minimize impacts from the construction of this project within zone 1 of riparian buffer.
