WSACC has or will have capacity at the Rocky River Regional Wastewater Treatment Plant and appropriate sewer interceptors to transport and treat the commercial (school) wastewater from the proposed project entitled Cabarrus County Middle School Private Sewer, located off Roberta Road. The referenced project will serve a school with 1,200 students, with a projected wastewater flow of 18,000 gallons per day (gpd). The wastewater generated by this project will be conveyed through a proposed gravity system, through an existing gravity system, and then enter WSACC's system at the existing 30-inch Coddle Creek Interceptor. WSACC acknowledges it has or will have capacity for wastewater from the proposed development based on information provided by Chambers Engineering, PA (Civil Engineer for the project) using North Carolina Department of Environmental Quality (NCDEQ) wastewater flow guidelines. If construction of this project does not commence within two (2) years of the date of this notice, the notice is rescinded and a second request and notice will be required before flow capacity is accepted. A funded Capital Project that will provide the required planned capacity, namely Lower Rocky River Pump Station Expansion is in design or under construction with planned completion in December 2021; and/or d. The following applies: Per guidance from City of Concord, it is expected that the Cabarrus County Middle School Private Sewer project will be constructed and certified within two years of acceptance (by November 2022), and a phased build -out is not proposed for this project. WSACC has been working with Brown and Caldwell since February 2020 to study an expansion of the Rocky River Regional WWTP, which includes study of expansion for the Lower Rocky River Pump Station. The Lower Rocky River Pump Station currently includes four pumps, with space available for two additional pumps and associated piping. WSACC initiated formal design in September 2020 for implementation of additional pumping capacity at the Lower Rocky River Pump Station. Given that space is already available for two additional pumps, and that some associated piping is already in place, WSACC currently anticipates that design and construction for implementing additional capacity at the Lower Rocky River Pump Station can be completed by the end of 2021. Based on recent analyses by Brown and Caldwell, WSACC expects that the firm capacity of the upgraded Lower Rocky River Pump Station will be around 53.3 MGD, meaning that WSACC expects the "design average daily flow" of the upgraded Lower Rocky River Pump Station will be around 21.3 MGD. Based on flow trends so far in 2020, WSACC expects the overall 2020 annual average rate of activation for obligated, not yet tributary capacity to be lower than the 1.806 MGD per year indicated above (from calendar year 2019). The increase in flow at the Lower Rocky River Pump Station in calendar year 2019 was heavily influenced by significant and persistent rainfall events. The year-to-date average flow for 2020 is approximately 11.2 MGD, much lower than the 12.346 MGD annual average from 2019, which was heavily influenced by the referenced rainfall events. With the combination of lower actual flows so far in 2020 and an expected lower rate of activation for obligated, not yet tributary flows relative to the values experienced in 2019, WSACC does not currently anticipate issues with design capacity at the Lower Rocky River Pump Station prior to completion of the planned capacity upgrades at the Lower Rocky River Pump Station. Finally, WSACC is also working with a consulting engineer on design and related work for the Back Creek Interceptor Improvements project. Completion of construction for the Baclt Creek Interceptor Improvements project is expected in early 2022 (after the expansion of the Lower Rocky River Pump Station is complete), and will result in an additional 1.1 MGD of wastewater flow from Charlotte Water conveyed to the WSACC system, which will lead to additional flow at the Lower Rocky River Pump Station. NC DEQ has issued a permit for the Back Creek Interceptor Improvements Project, and included on that permit a stipulation that, prior to any flow being tributary from the Back Creek Interceptor Improvements Project, the planned capacity upgrades at the Lower Rocky River Pump Station must be completed and certified. Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the system infrastructure.
