REGAN Secretary BRIAN WRENN Acting Director Jonathan Woodard, PE McAdams 3430 Toringdon Way Charlotte, NC 28277 NORTH CAROLINA Environmental Quality December 10, 2020 Subject: Request for Additional Information Stormwater Permit No. SW3201002 7 Eleven Long Ferry Road Rowan County Dear Mr. Woodard: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on October 21, 2020. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: The existing gravel areas on site should not be considered existing BUA. Gravel areas that do not receive significant vehicular traffic and are not compacted by the weight of vehicles are exempt from the definition of built -upon area [NCGS 143-214.7(b2)]. 2. Based on the grading of Long Ferry Road, there will be runoff from off -site built -upon area draining onto the site. This must be delineated and included in the total BUA. 3. Please revise Page 1 of the SWU-101 application to specify the county in which the project is located. 4. Please complete the "Entire Site" column on Page 2 of the Supplement EZ spreadsheet. 5. Please explain why multiple property owners are listed in the application. The deed, as well as Rowan County GIS, list only James E. Epting as the sole property owner. 6. Please show a maintenance access and easement on the plans that conforms to General MDC 8 and 9 [15A NCAC 02H .1050(8) & (9)]. 7. Please submit a geotechnical investigation verifying that the separation from the bottom of the sand filter to the seasonal high water table is greater than or equal to 2 feet [I 5A NCAC 02H .1056(1)]. The Grading and Drainage Plan (Sheet C3.00) shows the trench drains on the south and east side of the project to drain to CB-102 and JB-108, respectively. Please label these and any other drainage features on the plan. 9. The permanent seeding plan on Sheet C 9.00 specifies tall fescue for the slopes of the basin and top of the berm, but the detail on the same sheet shows Bermudagrass on the slopes. Please correct this discrepancy. 10. The water quality volume was calculated using the wrong built -upon area percentage (70.1% vs. 77.65% as delineated). 11. The calculations show the water quality depth as 0.94', but the detail on Sheet C9.01 shows it as 0.66'. Please correct this discrepancy. 12. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: hltps:Hedocs.deq.nc.gov/Forms/SW ProjectSubmittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to January 9, 2021, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW3201002 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
