The reason for rescission request is noted on the form as: 'The Lamont West Borrow Pit has no direct discharge to surface waters. The nearest surface water is a mile away." During the site visit, observations were made of a basin with a perforated riser and outlet pipe leading to a rip rap dissipator and channel. Water discharging from the basin at the time of the site visit traveled through the channel a short distance to a low spot in a wooded area where flow ceased. Beyond this low spot, there was an apparent flow path further into the wooded area likely created by larger discharge events that was without flow at the time. In following this flow path deeper into the wooded area, it was evident that any flow became dispersed and infiltrated into the ground prior to reaching any surface waters. In fact, there were no observable surface waters in the vicinity. Based on the aforementioned site observations, regional office staff concur with the reason for rescission and have no objections to rescission of permit coverage.
