The request was based on our classification of the impact as mechanized clearing. During construction, the contractor will have to remove a portion, or possibly all of the trees within the construction corridor as shown on the plans in order to accommodate installation of the proposed utilities. The Clearing and Grubbing section of the project manual states: 1.01 CLEARING AND GRUBBING A. Clear total width of permanent easement. Clear within temporary construction easement only as necessary for construction. B. Grub within the permanent easement only as necessary for the installation of the work. Do not grub within the temporary construction easement. C. Clear and grub area within the proposed fence line of the pump stations. D. Clearing shall consist of cutting and removal of vegetation to the existing ground surface and removal of debris. Debris shall include, but not be limited to, fences, steps, walls, chimneys, footings, foundation slabs, basements, signs, junked vehicles, and other rubble. E. Grubbing shall consist of the removal of roots over 3 inches in diameter, matted roots, stumps, and other vegetable matter to 12 inches below existing grade. As a result, the stumps located beyond the permanent maintenance corridor will remain in 350 North Cox Street Suite 26 place allowing new growth to sprout. Over time, these areas will return to forested Asheboro NC 27203 wetlands. In addition, since wetland areas within the construction corridor will be returned to preconstruction elevations, disturbed areas will remain wetlands. 336.626.5322 fax 336.626.5722 Mr. Ian McMillan NC DENR DWQ 410/Wetlands Unit September 24, 2010 Page 2 Due to NCDENR rules requiring the City to have access to all sewer lines, the City must maintain a 10-foot wide corridor. This corridor will be mowed periodically but will function as herbaceous wetlands. This is the only permanent impact to the wetlands. Enclosed is a revised Wetland Impact Table for Part C. Proposed Impacts Inventory submitted with the PCN. On this table the temporary impact to wetlands has been revised from mechanized clearing to hand clearing.
