Thank you for the comments and if you need anything else please let me know. The following information is in response to your September 2, 2010 email. Remarks from Army Corp of Engineers 1. AID# 2009-01958 and AID 2007-02797 are not part of this phase project. Those action IN are related to a project that will be servicing Ft Bragg rather than Harnett County residents. I labeled the projects incorrectly and have corrected the mistake on the revised PCN and associating documents 2. Those impacts that will result in conversion of forested wetlands to herbaceous have been indicated with "P" on the wetland impact table attached to the PCN. Mitigation will remain as originally proposed; that is, payment into the NC Ecosystem Enhancement Program. 3. Both riparian and non-riparian wetland impacts are denoted on the wetland impact map, With blue labels representing non-riparian and red labels representing riparian impacts. The distinction is also noted in column 2a of the impact table appended to the PCN, with an asterisk (*) denoting non-riparian impacts. 4. The only area that has not been reviewed is the southern section of the C phase, for which a JD Packet and map was submitted with the first packet. 5. We have denoted all stream impacts and have minimized these impacts to minimum of 6 feet for a maintenance corridor. The original PCN did not include impacts to streams because we believed the streams were to be directionally bored. I trust this information and the additional maps you requested adequately address your concerns. Please contact me if there is any additional information you need regarding site conditions. Sincerely, Adam Carter Wetland Solutions NOTICE OF FINDING OF NO SIGNIFICANT IMPACT and Final Notice of Potential Conversion of Important Farmland The USDA Rural Utilities Service has received an application for financial assistance from the South Central Water & Sewer District Phase I (SCWSD). The proposed service area is within the Anderson Creek Township of Harnett County. The proposed project consists of approximately 357,110 feet of gravity flow sewer lines (sized from 8" to 24 "), 76,500 feet of force main lines (sized from 6" to 20"), construction of six pumping stations (sized from 180 to 2,800 gpm), and the purchase of wastewater treatment from Harnett County. Rural Development has assessed the environmental impacts of this proposed project and determined that if implemented, the proposed project may cause some minor direct conversion of important farmland on sites where it is necessary to construct ltes`kpap stations. There could be some indirect conversion of important farmland in areas designated as growth corridors. The amount of farmland conversion is a relatively small area in relation to the total amount of important farmlands in the area, and is not significant in terms of the total land available for farm use. It has been determined that there is no practicable alternative to avoiding this conversion As required by the National Environmental Policy Act, the Rural Utilities Service has assessed the potential environmental effects of the proposed project and has determined that the proposal will not have a significant effect on the human environment and for which an Environmental Impact Statement will not be prepared. The basis for this determination is a thorough review and analysis of the environmental information reported in the environmental assessment including public and regulatory agencies' comments regarding the proposed project. In order to avoid or minimize any adverse environmental impacts, the Rural Utilities Service will require South Central Water & Sewer District to incorporate the following mitigation measures into the proposed project's design. The potential impacts to floodplains will be mitigated through the enforcement of Harnett County's "No Tap in the Floodplain" restriction on future development and the sealing and venting of all lines crossing a designated floodplain at one foot above the 100-year floodplain level to ensure no inflow into the collection system occurs thereby putting the system at minimal risk for a sewerage spill. The potential impacts to wetlands will be mitigated through the requirement that planning and construction at stream crossings and associated wetlands be designed and performed in accordance with the provisions of the Nationwide Permit 12 and through the US Army Corps of Engineers' Section 404 (Clean Water Act) permitting process and NCDWQ General 401 Water Quality Certification and the use of anti-seep devices on all lines crossing wetlands to prevent drainage from occurring along the pipelines. Adequate erosion control measures will be employed, requiring both temporary and permanent measures, to return the disturbed land to its pre-construction state as soon as possible. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The project was designed to avoid jurisdictional waters to the extent that is practicable. To remain financially viable, this project requires the installaion of predominantly gravity main versus force (pumped) pipe installation. This places elevation- based restrictions on the overall design and requires some unavoidable temporary impacts to jurisdictional waters. Financial constraints also limit the amount of directional boring that can be included in the design. Those areas of the project that will be completed using directional boring are indicated on the enclosed map set. The construction corridor and subsequent maintenance corridor widths have been reduced to the minimum width of 12 feet. Stream crossings will be limited to 6' width. 1 b.
