Project Setting The property proposed for development is located at 116 North Granby Street in Perquimans County and consists of approximately 430,373 square feet or 9.88 acres. It is located approximately 3,251 feet to the southeast of the Hwy 17 bridge and is adjacent to the Perquimans River. The property currently contains a large steel building with a concrete pad, an earthen boat ramp and a bulkhead stabilizing the shoreline that is in need of repair. The property to the east is a public boat ramp and the property to the west is a sand mine and turf farm. Vegetation on the site includes, but is not limited to, indigenous yard grasses, various types of trees including,-loblolly pine, maple, and Cypress, as well as noncoastal wetland species. Soil Types include Conetoe Loamy Sand (CtB). The property has an elevation of approximately 11 feet above normal water level (NWL) along the shoreline. The shoreline 385 feet in length and has been hardened by a bulkhead along approximately 215 feet of its length that is in need of repairs. The water classification for this area is Aquatic Life, Secondary Recreation, Salt Water (SC) and are joint waters that are closed to shellfishing. The water depths in that area range from -1.5 to -3.0 feet. Submerged Aquatic Vegetation (SAV) was not observed growing within the proposed alignment. Development Proposal The applicant proposes to replace 215 linear foot of existing bulkhead along the Perquimans River with new bulkheading 2 foot out from the existing alignment. The applicant also proposes to replace the 129 foot return wall that runs beside the eastern edge the existing earthen boat ramp as well as remove the 180 foot existing return wall on the western side of the earthen ramp. The applicant then proposes to widen the existing 40 foot earthen boat ramp to a width of 75 feet and construct a new 154 foot return wall along the western side of the expansion area. A 20 foot by 4 foot strip of riprap will be installed parallel to the waterward end of this return with approximately 30 square feet below normal water level. Excavated fill material will be graded on the upland portions of the property raising elevations approximately 2.6 inches. Anticipated Impacts The proposed development will result in the dredging of 315 square feet and the filling of 1,048 square feet of Estuarine Waters and Public Trust Areas of Environmental Concern. It will also result in the grading and excavation of 4,025 square feet and the filling of 9,350 square feet of Estuarine Shorelines Area of Environmental Concern. Temporary turbidity will possibly occur during construction. Submitted by: Cynthia Rountree Date: 12/2/20 Received NOV 3 3 20:( East Coast Marine Properties Shoreline Project East Coast Marine Properties, LLC DMEC Hertford, North Carolina, Perquimans County The East Coast Marine Properties Shoreline bulkhead and boat ramp project is being undertaken by East Coast Marine Properties, LLC ("East Coast Marine"), Shawboro, NC, on one parcel owned by Mark and Cynthia Overman ("Owner" or "Applicant") at 116 N. Granby Street, Hertford, NC 27944. The construction of new bulkhead will preserve the parcel from further erosion by wave action generated from the Perquimans River. The expansion from 40 feet wide to 75 feet wide of an existing dirt rampto Perquimans River is essential for East Coast Marine's ship repair operation. This cover letter and narrative will discuss and give details of the construction project. A map of the project area illustrates the existing condition, and a second map shows proposed construction improvements. The maps shown are: 1. Site Map — Pre -construction view. 2. Parcel overview and Current Shoreline Total shoreline length of the East Coast Marine parcel is 385 feet, of which approximately 215 feet are currently protected by corrugated steel or fiber bulkhead. The bulkhead was built prior to 2005 when the parcel was used as a staging area for construction of the Hertford Bypass Bridge. The bulkhead has fallen into disrepair, and failure at two breach locations has allowed moderate to severe erosion of 367 square feet of land behind the current bulkhead from Perquimans River wave action. Shoreline erosion has also occurred at both ends of the eastern and western bulkhead returns. A dirt boat ramp 40 feet wide by approximately 160 feet long was also built during the Bypass Bridge construction prior to 2005. The eastern and western walls of the ramp are protected by steel or fiber bulkhead running northward towards the river and connecting to the existing shoreline bulkhead. The eastern ramp bulkhead is in disrepair also and will be repaired or replaced. The western ramp bulkhead will be removed during the ramp expansion and new ramp bulkhead will be constructed 35 feet westward. Starting at the eastern adjoining shoreline property line, the existing shoreline bulkhead runs westward 168 feet, then turns southward and runs 160 feet along the eastern wall of the dirt ramp. The bulkhead then starts again on the western side of the existing 40-ft wide dirt ramp and runs 160 feet to the Perquimans River. It then turns westward and follows the shoreline 12 feet before ending at wetlands, 110 feet before reaching the next adjoining property line. Existing bulkhead height extends 8-10 feet above NWL. 1 Receind NOV A 9 2C:C At this time no further extension of the current eastern bulkhead length is planned beyonOi�jing-C waterward of the existing steel and fiber bulkhead. This will occur from the eastern bulkhead wal o t ramp to the eastern adjoining property line. The applicant intends to remove the current western bulkhead wall of the ramp before excavating and expanding the width of the ramp 35 feet westward, then constructing a new western ramp bulkhead wall down to the river. The new bulkhead will then turn westward and run 6 feet before ending. Bulkhead Construction East Coast Marine will be the contractor and builder for this project. New construction will begin at the east end of the existing bulkhead and proceed westward. The contractor will use standard steel bulkhead construction using steel piles, 6"x 6" wales, 6-foot long 8"x 8" dead -man piles with W rods, minimum 16' long corrugated steel sheeting, and galvanized hardware. Piles will be driven or drilled down minimum 6 feet below normal water level 6-8 feet apart, and steel sheeting will be driven down individually minimum 4 feet below normal water level and two feet waterward of the existing bulkhead. Bulkhead construction details are shown on page 5 of 6. During construction, damaged existing bulkhead will be removed down to grade level. New bulkhead height will extend one foot above the top of the current bulkhead. Tiebacks will be installed into the ground 6-9 feet back from the shoreline and will be positioned approximately every 8 feet along the bulkhead for additional support. Steel or wood anchors will be inserted into the ground and attached to the tiebacks. A steel cap will be welded to the bulkhead top to provide support for the pilings. The 2-ft gap between the old and new bulkhead will be backfilled with sand to within 12" of the top cap, after which the gap will be filled with riprap stone. The contractor will then back fill the bulkhead with sand and slope back to natural ground level. Topsoil will be added which will be graded, leveled, and sown with groundcover. Access to the site for construction activities will be through private existing parcel driveways. The contractor will use loaders, skid -steers, and forklifts to move materials to the work areas. Excavators with shaker heads or pile drivers will be used to install piles and steel sheeting. It will not be necessary to cross wetlands to access the working areas with construction equipment. Dirt Ramp Construction and Expansion The existing 160-ft long dirt ramp extending to Perquimans River is protected by corrugated steel bulkhead walls on its east and west sides and drops approximately 10 feet from natural ground level to NWL. The eastern bulkhead wall will remain in place and will be repaired or replaced, as necessary. The western bulkhead wall and attached 12-ft long western shoreline bulkhead will be removed by East Coast Marine. Once removed, East Coast Marine will excavate the uplands behind the removed bulkhead wall to 35 feet westward. The upland will be excavated down to the same level as that of the existing ramp and will match that level from natural ground level 160 feet from the river, down to NWL. Inside the proposed ramp expansion area there are two areas of uplands extending 12 feet waterward of the existing shoreline inside the current ramp area, with an intrusion of water in between the two areas. The westward of the two areas encompasses 91 square feet and the eastward area encompasses 224 011 Reccind NOY 3 9 1C:[ square feet, totaling 315 square feet. The applicant proposes to excavate the uplands in these twoB&A-Ec down to the waterline. The applicant then proposes to excavate both areas to a contour which matches that of the existing ramp to eastward. NWL will begin on a line even with the existing NWL in the adjacent ramp area, and excavation will begin waterward with the bottom contour matching the adjacent bottom sloping. Water depth at the end of excavation will be two feet, 12 feet waterward of NWL, amount of excavated material from below NWL will be approximately 12 cubic yards. East Coast Marine will then install new corrugated steel bulkhead down the new western wall of the dirt ramp. New bulkhead height will extend one foot above natural ground level along its length. Tiebacks will be installed into the ground 6-9 feet back from the bulkhead and will be positioned approximately every 8 feet along the bulkhead for additional support. Steel or wood anchors will be inserted into the ground and attached to the tiebacks. A steel cap will be welded to the bulkhead top to provide support for the pilings: Excavated spoil from the upland excavation will be deposited within the worksite parcel no closer than 30 feet behind the shoreline bulkhead. See sitemap for details. Finished ramp will remain with dirt cover and no impervious surface. The ramp will be graded, levelled, and sown with groundcover. East Coast Marine will utilize rubber ship launching marine airbags for launching or hauling out vessels for its ship repair business. Conclusion: All riparian landowners have been contacted and made aware of the proposed construction project. The landowners were contacted by certified mail on September 4, 2020 and October 24, 2020 with information about the construction project, which included maps, a narrative description of the project, and a copy of the full application package, including MP-1 and MP-2.
