Dear Mr. Setzer:

On September 2, 2010, 1 inspected the construction work on Upward Road between US Highway 176 and
Howard Gap Road in Henderson County. Most of the construction was taking place between Interstate 26 and
Howard Gap Road and construction is taking place on the culvert near US 176.
Sediment and erosion control measures appeared to be in good condition. Please ensure that all sediment and
erosion control structures are maintained and that seeding and mulching are performed as needed to protect
downstream waters. Please refer to the attached copy of the inspection report for additional comments
regarding the inspection.

Reviewed project with DOT staff.
Seeding and/or matting should be performed as areas are graded.
Maintain erosion control devices and continue with seeding and matting as required to protect State surface
waters.
Construction has started on culvert near US 176 and work has started on the new I-26 bridges.
The stormwater control pond is almost complete.
