Mr. Mullineaux recently took on the LA-ORC duties, and flagged the portion of field site JP-1 utilized for this event. While, buffers appeared adequate, MRO staff recommends the assistance of a measurement tool (range finder or wheel) for flag placement to meet buffer set -backs. The adjacent residence and 400ft set -back is of primary concern, since this distance is not one to visualize. The remaining road, ditch and slope buffers, exceeded the buffer requirements. The contract hauler placed material appropriately within the flagged buffers, but the pattern of application left much untreated land between passes. MRO staff understands there were limited loads to apply, but Boiling Springs staff may wish to discuss with their contractor for best use of the land and benefit to the land owner. In addition, the town is -responsible for informing the contract hauler of the need for relatively clean equipment to reduce the risk of cross contamination to their land applied biosolids. Currently, the SOUR test may only be used if all of the following conditions are met: 1. Percent Total Da Solids. The residual must be less than 2 percent total dry solids. Diluting thickened sludges is not acceptable. 2. Temperature Rance The SOUR may only be applied to sludges which are at temperatures between 10°C and 30°C. 3. Temperature Correction. The SOUR test must be conducted at the same temperature that the digester is operating. The SOUR test must be temperature corrected to an equivalent 20°C value. The temperature correction equation is as follows: SOUR20 = SOURT X 6(20-T) where: T = sludge temperature in degrees Celsius 6 = 1.05 above 20°C 6 = 1.07 below 20°C 4. Continuous Aeration The SOUR test may only be used on sludges which have been stabilized in aerobic environments. Sludge holding tanks which are used primarily for sludge gravity thickening and only periodically aerated to minimize odor generation may not use the SOUR test to indicate compliance with the VAR requirements. 5. Sample Holding Time. The maximum holding time is two hours. If the SOUR test cannot be started within 15 minutes of sampling, then the sample must be maintained under aeration until the test can be completed. Specific Oxygen Uptake Rate Testing Compliance Permit Number: Permit Number Page 2. 6. Testing, Frequency and Arithmetic Mean Compliance. Variability in digester detention times, operating temperatures, and sludge characteristics results in variability in SOUR test results for a facility during the operating year. For VAR compliance purposes, the arithmetic mean of SOUR data from seven samples taken periodically during the monitoring period specified in your permit will be considered sufficient. For facilities using aerobic digestion for sludge stabilization, the Division suggests that Vector Attraction Reduction compliance be indicated by calculation of a volatile solids reduction percentage of 38 percent or more in accordance with 40 CFR 503.33 (b)(1). If compliance cannot be shown by calculation of Volatile Solids Reduction, then the SOUR test may be used only if the requirements listed above are met. If both the 38 percent volatile solids reduction cannot be met and the SOUR test is not valid, then the permittee must use an alternative vector attraction reduction technique, such as the bench -scale extended aerobic digestion test - 40 CFR 503.33(b)(3). The Division encourages you to immediately review your method of meeting the vector attraction reduction requirement, and to take action to ensure you provide valid proof that your sludge has met the requirements of 40 CFR 503 for the 1997 year. These requirements are being enforced by both the Division of Water Quality and USEPA Region 4 until the Division of Water Quality is delegated authority for the 40 CFR 503 program. The permit application consists of a single site, divided into three fields, totaling 50.85 acres (outlined below)., Review of the proposed application area indicates that the soil types and site conditions present are acceptable for land application. All the soils present are well drained and contain significant clay concentrations which will aid in the bio-remediation and immobilization of the residuals being applied. Residuals, shall be surface applied over a cover crop of fescue. The site occurs in a rural setting and will be properly buffered away from any existing dwellings. No wells exist on or within 500 feet of the site boundaries. No monitoring is recommended, at this time, since the application of residuals on these sites will pose little risk to the groundwater resources of the state. The Groundwater Section, therefore, recommends the renewal of this permit with the following conditions. *1. The application areas covered by this permit are limited to the following: Site No./Field. The Compliance Boundary is for the disposal system individually permitted after December 31, 1983, is established at either (1) 250 feet from the waste disposal area, or (2) 50 feet within the property boundary, whichever is closest to the waste disposal area. An exceedance of Groundwater Quality Standards at or beyond the Compliance Boundary is subject to immediate remediation action in addition to the penalty provisions applicable under General Statute 143-215.6A(a)(1). 4. In accordance with 15A NCAC 2L, a REVIEW BOUNDARY is established around the disposal system midway between the Compliance Boundary and the perimeter of the waste disposal area. Any exceedance of standards at the Review Boundary shall require remediation action on the part of the permittee. 5.
