Box 1325 Asheville, N.C. 28802 (828)-251-1900 (828)-251-1945 November 3, 2020 Mr. Landon Davidson Regional Supervisor NCDENR-Water Quality Section 2090 U.S. Hwy 70 Swannanoa, NC 28778 Re: NOV-2020-LV-0741/WQ0004115 Mr. Davidson, This letter is in response to your 10-12-20 letter to Champion Hills POA attached. Per your letter the 7-2-20 BOD sample exceeded the daily limit of 15 mg/L with a 70 mg/L, which also resulted in a violation for the monthly limit of 10 mg/L with a 17.5 mg/L result. Once the BOD sample result was received, we collected 3 additional BOD samples (all < 2.0) but could not lower the average for the month below the 10 mg/L limit. As you know a daily maximum cannot be corrected by further sampling. The BOD hit occurred for no apparent reason. All indications from other parameters and oxygen levels were the sample would be compliant . We suspected a lab error and requested Pace Analytical review the bench sheets to see if error occurred. Pace did not find an issue in their results. The BOD results have been compliant since the July sample for both WQ and NPDES permits for Champion Hills. Feel free to contact me anytime if I need to provide any further information or assistance. Robert Barr Robert Barr
