On behalf of the City of Raleigh, we are requesting401-certification from DWQ for
impacts to Wetlands and Waters associated with the replacement of an existing sewer line
along the North bank of Crabtree Creek.
The proposed project consists of the replacement of ±4,500 linear feet of existing sewer
that runs along the north bank of Crabtree Creek between Yonkers Road and Raleigh
Boulevard. The proposed replacement will begin at Latitude: 35.795292"N and
Longitude: -78.564231"W, in Raleigh, Wake County, North Carolina. The proposed
sewer replacement is located entirely within an existing sewer easement that is regularly
maintained (i.e. mowed) by the City of Raleigh. The existing alignment of the sewer line
contains unnamed tributaries of Crabtree Creek and a portion of Marsh Creek, and is
located in the Neuse River Basin. The Water Quality Classification for this feature is:
"C;NSW", the Cataloging Unit for the site is:03020201, and the Stream Index
number is: 27-33-(10).
Purpose and Need
The City of Raleigh Public Utilities Department (CORPUD) proposes to replace the
Crabtree Creek North Bank 42-inc Sewer along Crabtree Creek. This section of the
Crabtree Creek North Bank Interceptor was originally installed in 1985. The age of the
pipe and the generation of hydrogen sulfide have caused significant structural
deterioration of the concrete pipe. To date, there have been two structural failures which
required emergency replacement. A recent scoping of the pipe revealed additional
structural deterioration, and additional structural failures are imminent. The general
condition of the pipe and its close proximity to the creek bank are of concern to
CORPUD and they plan to replace this section of the sewer to prevent additional failures
and potential contamination of Crabtree Creek. The City has chosen to proceed on this

project by replacing the 42-inch concrete pipe with 42-inch Hobas RFP pipe, which is a
synthetic pipe with a longer life span that concrete.
Project History
Wetlands were delineated by Carolina Ecosystems in August 2010.
Proposed Impacts
The proposed temporary impacts consist of. 125 linear feet of important stream channel
and 0.294 acres of wetland impact. Following construction, the applicant will return all
stream channels and wetlands to their pre-construction contours and will re-seed these
areas with a wetland plant mix.
The proposed sewer replacement will result in disturbance within the riparian buffers.
Since the proposed disturbance will occur entirely within an existing, maintained sewer
easement. Since the existing sewer line and easement are considered an existing and
ongoing use, the Neuse River Buffer Rules do not apply within the existing 40' sewer
easement. Therefore, the proposed project will not result in impacts to riparian buffers.
Avoidance and Minimization
Since the proposed alignment is dictated by the existing sewer easement, and the new
sewer line will be installed in the same location as the existing sewer, avoidance and
minimization of wetland and Waters impacts could not be achieved.
During construction of the stream crossings, Coffer dams and pumps will be used so that
work can be done in the dry. Also, silt fencing will be installed around all disturbed areas
to prevent sediment from escaping the project site.
Mitigation
Since the proposed 0.294 acres of temporary wetland impacts will occur to wetlands
within a regularly maintained sewer easement, there is no proposed wetland mitigation.
Also, since the proposed temporary stream impacts are less than 150 If, there is no
proposed stream mitigation.
Additional Information
Since the proposed project consists of maintenance of an existing sewer line, the
temporary impacts associated with the project are authorized under a Corps NWP 3. The
applicant is not required to submit a PCN to the Corps prior to initiating the project.

The project is located within an existing sewer easement which runs through undeveloped woodlands. The sewer
easement is regularly mowed by the City of Raleigh. The general land use in the vicinity of the project consists of a
mixture of commercial and residential land use.

The purpose of the proposed project is to replace approximately 4500 If of 42" concrete sewer pipe that was constructed
in 1985. The age of the pipe and the generation of hydrogen sulfide have caused significant structural deterioration of the
concrete pipe. To date, there have been two structural failures, resulting in the need for emergency repair. A recent
scoping of the sewer line identified imminent danger of additional structural failures. Therefore, the City of Raleigh has
chosen to replace the entire section of sewer to prevent additional failures.

The project will consist of the excavation of the existing pipe and installation of new Hobas RFP piping and ductile iron
pipe, which had a longer life span than concrete pipe. Typical heavy equipment such as excavators will be used to install
the sewer line.
