Subject: Review of Mitigation Submittal for Upper
Pig Pen Creek
Canton Motorsports Park
Warren Wilson College Mitigation Site
Buncombe County
This letter will acknowledge receipt and review of the stream restoration plans for the
upper section of Pig Pen Creek. The submittal was received by the Division of Water Quality on
February 21, 2002. Staff has reviewed the comments and plans for the stream restoration and
have the following comments:
1. Attachment 3 - What is attachment 3? Nothing submitted is identified as attachment
3.
2. Instream Structures and/or Channel Blocks - We have reviewed the revised sheet 3
of 18 and it is difficult to locate the cross vanes due to everything being colored
black and the small scale of the plans. Please provide larger scale plans for our
review. Who will supervise the construction and make determinations where these
structures will be installed? Also, we did not receive a copy of the revised details on
Sheet 16.
3. Stormwater Inlet Location/Protection - We cannot find any stormwater outlets and/or
dissipater details on the plans. Please provide this information.
4. Morphological Measurements - On page two of the letter you indicate that the
appropriate stream type is an E4b; however, the plans indicate an E5b type stream
will be constructed. Please indicate which is the correct stream type.
5. Please provide a list of all proposed mitigation work by stream name and length to
be restored for mitigation credit for the Canton Motorsports Park.
