In light of your schedule, we have chosen to proceed with Standard Review, instead of Express for the Highland Creek -
Sewer (Buffer) Application. I spoke with Ian earlier this week, and he said he may be able to look at it this week or next
week. I dropped off the package this morning to the Central Office.

Attached is your acceptance letter. Due to NCWAM training, are next available pre-application meeting dates are 3pm
on the 28"' and lam and fpm on the 29`h. Please let me know if you decide not to go express because of this. Pretty

Lia,
On behalf of Pulte Homes (formerly Centex Homes) we are requesting to participate in the Express Review Program for
buffer impacts associated with a gravity sewer line, associated with the Highland Creek subdivision in Rolesville, Wake
County, NC. Originally the sanitary sewer line servicing Phases 2 and 4 was to run parallel, from an existing sewer line,
on the west side of the tributary and Neuse Buffer, and cross Louisburg Road (Hwy 401) to the south. It has been
determined that the original location was not feasible due to topographic constraints and the property owner was not
willing to allow for adjustment on the west side of the tributary (See Exhibit A). Therefore, we are requesting to locate the
sewer line on the east side of the tributary, tying into an existing sewer line, running parallel but outside of the Neuse
Buffer, with a proposed aerial crossing which would run parallel to Louisburg Road, then to the south. It should be noted
this area is already cleared, due to the current widening project of Louisburg Road to a four lane, and is within NCDOT's
clearing limits. The sanitary sewer line will terminate at an existing sanitary sewer easement located south of Louisburg
Road. Attached is the original Neuse Buffer Authorization for the original proposed alignment and the Neuse Buffer
Determination for this area.
Just to make clear, the area of the proposed sewer line has already been cleared through the Neuse Buffer, and I met
Natalie Landry and Scott Cobb with Pulte Homes out on site this past Monday to discuss a possible violation in this area.
Although this area has been cleared and sewer is proposed in this area, it also falls within the already permitted clearing
limits for the US 401 widening in this area which is currently under construction. It would have been a violation if they had
installed the aerial sewer line without a permit, but at this point it is just cleared, (which is exempt under the Neuse Buffer
Rules Table of Uses). It is less than 40 linear feet and a permanent maintenance corridor is not currently established.
That is my case why this is allowable under Express Review. But feel free to cal with any questions.
