Act or "the Act" The Federal Water Pollution Control. Act, also known as the Clean Water Act, as amended, 33 USC 1251, et. seq. 5. Mass/Day Measurements a. The "monthly average discharge: is defined as the total mass of all daily discharges sampled and/or measured during a calendar month on which daily discharges are sample and measured, divided by the number of daily discharges samples and/or measured during such month. It is therefore, an arithmetic mean found by adding the weights of the pollutant found each day of the month and then dividing this sum by the number of days the tests were reported. The limitation is identified as "Monthly Average" in Part I of the permit. b. The "weekly average discharge" is defined as the total mass of all daily discharges sampled and/or measured during the calendar week (Sunday-Saturday) on which daily discharges are sampled and measured, divided by the number of daily discharges samples and/or measured during such week. It is, therefore, an arithmetic mean found by adding the weights of pollutants found each day of the week and then dividing this sum by the number of days the tests were reported. This limitation is identified as "Weekly Average" in Part I of the permit. c. The "maximum daily discharge" is the total mass (weight) of a pollutant discharged during a calendar day. If only one sample is taken during any calendar day the weight of pollutant calculated from it is the "maximum daily discharge." This limitation is identified as "Daily Maximum," in Part I of the permit. Part II Page 12 of 14 d. The "average annual discharge" is defined as the total mass of all daily discharges sample and/or measured during the calendar year on which daily discharges are sampled and measured, divided by the number of daily discharges sampled and/or measured during such year. It is, therefore, an arithmetic mean found by adding the weights of pollutants found each day of the year and then dividing this sum by the number of days the tests were reported. This limitation is defined as "Annual Average" in Part I of the permit. 6. Concentration Measurement a. The "average monthly concentration," other than for fecal coliform bacteria, is the sum of the concentrations of all daily discharges samples and/or measured during a calendar month on which daily discharges are sampled and measured, divided by the number of daily discharges sampled and/or measured during such month (arithmetic mean of the daily concentration values) . The daily concentration value is equal to the concentration of a composite sample or in the case of grab samples is the arithmetic mean (weighted by flow value) of all the samples collected during that calendar day. The average monthly count for fecal coliform bacteria is the geometric mean of the counts for samples collected during a calendar month. This limitation is identified as "Monthly Average" under "Other Limits" in Part I of the permit. b. The "average weekly concentration," other than for fecal coliform bacteria, is the sum of the concentrations of all daily discharges sampled and/or measured during a calendar week (Sunday/Saturday) on which daily discharges are sampled and measured divided by the number of daily discharges sampled and/or measured during such week (arithmetic mean of the daily concentration values). The daily concentration value is equal to the concentration of a composite sample or in the case of grab samples is the arithmetic mean (weighted by flow value) of all the samples collected during that calendar day. The average weekly count for fecal coliform bacteria is the geometric mean of the counts for samples collected during a calendar week. This limitation is identified as "Weekly Average" under "Other Limits" in Part I of the permit. c. The "maximum daily concentration" is the concentration of a pollutant discharge during a calendar day. If only one sample is taken during any calendar day the concentration of pollutant calculated from it is the "Maximum Daily Concentration". It is identified as "Daily Maximum" under "Other Limits" in Part I of the permit. Part II Page 13 of 14 d. The "average annual concentration," other than for fecal coliform bacteria, is the sum of the concentrations of all daily discharges sampled and/or measured during a calendar year on which daily discharges are sampled and measured divided by the number of daily discharges sampled and/or measured during such year (arithmetic mean of the daily concentration values). The daily concentration value is equal to the concentration of a composite sample or in the case of grab samples is the arithmetic mean (weighted by flow value) of all the samples collected during that calendar day. The average yearly count for fecal coliform bacteria is the geometric mean of the counts for samples collected during a calendar year. This limitation is identified as "Annual Average" under "Other Limits" in Part I of the permit. e. The "daily minimum concentration" (for dissolved oxygen only) is the minimum allowable amount of dissolved oxygen required to be available in the effluent prior to discharge. It is identified as "Daily Minimum" under "Other Limits" in Part III of the permit. 7. Other Measurements a. Flow, (MGD): The flow limit expressed in this permit is the 24 hours average flow, averaged monthly. It is determined as the arithmetic mean of the total daily flows recorded during the calendar month. b. An "instantaneous flow measurement" is a measure of flow taken at the time of sampling, when both the sample and flow will be representative of the total discharge. 8. Types of Samples a. Composite Sample: These samples consist of grab samples collected at equal intervals and combined proportional to flow, a sample continuously collected proportionally to flow, or equal volumes taken at varying time intervals. If a composite sample is obtained from grab samples, the following requirements apply. The intervals between influent grab samples shall be no greater than hourly. Intervals between effluent grab samples shall be no greater than hourly except where the detention time of the wastewater in the facility is greater than 24 hours, in which case, the interval between grab samples shall be no greater in number of hours than the detention time in number of days; provided, however, in no case may the time between effluent grab samples be greater than six hours nor the number of grab samples less than four during any discharge period of 24 hours or less. b. Grab Sample: Grab samples are individual samples collected over a period of time not exceeding 15 minutes; the grab sample can be taken manually. Part II Page 14 of 14 9. Calculation of Means a. Arithmetic Mean: The arithmetic mean of any set of values is the summation of the individual values divided by the number of individual values. b. Geometric Mean: The geometric mean of any set of values is the Nth root of the product of the individual values where N is equal to the number of individual values. The geometric mean is equivalent to the antilog of the arithmetic mean of the logarithms of the individual values. For purposes of calculating the geometric mean, values of zero (0) shall be considered to be one (1) . c. Weighted by Flow Value: Weighted by flow value means the summation of each concentration times its respective flow divided by the summation of the respective flows. 10. Calendar Day A calendar day is defined as the period from midnight of one day until midnight of the next day. However, for purposes of this permit, any consecutive 24-hour period that reasonably represents the calendar day may be used for sampling. 11. Hazardous Substance A hazardous substance means any substance designated under 40 CFR Part 116 pursuant to Section 311 of the Clean Water Act. 12. Toxic Pollutant A toxic pollutant is any pollutant listed as toxic under Section 307(a)(1) of the Clean Water Act. Revised 6/89 PART III OTHER REQUIREMENTS A. Outfall 002 - (referred to as "B" in permit application) - *4,000 gpd discharge of steam condensate from a textile autoclave. Outfall 003 - (referred to as "C" in permit application) - *720 gpd discharge consists of cooling water and wastewater from the cleaning of lint screens. The cleaning water results from a batch cleaning process in which stainless steel screens, which filter Steam from a heat set unit, are dipped into a tank which contains approximately 250 gallons of caustic soda. Approximately twice per week the tank of caustic soda is neutralized with sulfuric acid to a pH of approximately 7.0 S.U. and then discharged. The company collected a sample of this discharge and performed an analysis which revealed the following pollutant concentrations : Parameter Concentration **TOC 42 mg/1 **BOD 10 mg/1 Phenol .077 mg/1 Arsenic < 25 ug/1 Barium < 50 ug/1 Cadmium 9 ug/1 Chromium, Total 74 ug/1 Lead 19.8 mg/1 Mercury < 0.2 ug/1 Selenium < 5 ug/1 Silver < 10 ug/1 **Performed at Pharr Yarns laboratory all other parameters analyzed by Environmental Testing, Inc. Stowe Mills - Outfall 001 - (referred to as "B" in permit application) - *2800 gpd discharge of boiler blowdown water. Material Safety Data Sheets are attached for the additives being used in the boiler and cooling water discharges. *Flow estimates provided by the applicant, Mr. Mike Church, by telephone on 8/16/83. PART III - EVALUATION AND RECOMMENDATIONS 1 . Performance Evaluation: N/A. 2. 0 & M Evaluation: N/A. 3. Recommendations and/or Special Conditions: It is recommended that three (3) separate NPDES Permits be issued, one for each plant. The permit for Complex No. 46 should include monitoring requirements for four (4) separate outlets . For outlet 003, it is recommended that the monitoring requirements include the parameters Flow, COD, BOD, TSS, Phenol , Total Chromium, Temperature, and pH. All other discharges (at all three plants) should require monitoring for Flow, pH and Temperature. The permit for the I-85 plant should contain monitoring requirements for three (3) separate outlet points. The permit for Stowe Mills should list only one (1) outlet. Note #1 : Reference: August 11 , 1983 letter from Mike Church pertaining to Complex No. 46. The letter references an Outlet "E". This is the connection of the plants domestic and process wastewater to the Lowell sewer system and should not be confused as being an outlet to surface waters. Note #2: Reference: August 11 , 1983 letter from Mike Church pertaining to the I-85 Plant. Outlet "D" refers to the plant's connection to a sewer line tributary to the Pharr Yarns wastewater treatment plant and should not be confused as being an outlet to surface waters. In describing Outlet "C", the applicant gives the impression that the discharge consists of water from a "polishing Pond" in addition to boiler blowdown water. There is not really a polishing pond but merely an impoundment of a stream that is tributary to the South Fork Catawba River. The discharge should be considered to be entirely boiler blowdown and the receiving waters are the pond itself. Note #3: Reference: August 11 , 1983 letter from Mike Church pertaining to Stowe Mills. The applicant refers to a discharge point "A" which is the point at which • -4- a small amount of boiler blowdown water is released periodically. The water is released onto grounds owned by the company and is of such small quantities that it does not actually reach any defined surface waters or water course before evaporating and/or percolating into the soil . For. these reasons, the MRO feels that this does not constitute an outlet to surface waters and thus would not require an NPDES Permit. The applicant is aware that the forthcoming permit may not contain any reference to this point. The letter further describes Outlet "B" as being the spill way from a pond on the company's property. This pond is actually an impoundment of an unnamed tributary to the South Fork Catawba River. The company releases boiler blowdown water into this pond. There are no other known wastewater discharges tributary to this pond. For these reasons the MRO feels that the point of discharge is actually the terminus of the pipe which carries the boiler blowdown water into the pond. Note #4: Reference: Material Safety Data Sheet for Milliken Chemicals Synlube 6277A. This is a finish being applied to cloth in a process at Complex No. 46. The wastewater from this process is being collected and taken to the Pharr Yarns wastewater treatment plant for treatment. Reportedly, there is no release of this finish thru any of the outlets for which the company is requesting Permit. Therefore this material safety Data sheet has no relevance to the processing of these permit applications. Note #5: Outlet 003 at the I-85 Plant and Outlet 001 at Stowe Mills are relatively smaller boiler blowdown discharges into good sized impoundments (each pond is several acres in area) . The pH of these discharges are approximately 11 .0 S.U. , which would be in excess of customary effluent limitations for such discharges. However, it is unlikely that the pH from these discharges would cause any violation of water quality standards in these impoundments. It is recommended that Technical Services evaluate the probable impact that these discharges would have, considering the large dilution ratio. If Technical Services determines that a water quality contravention would not likely occur, MRO would recommend that there be no effluent limitation for pH but that monitoring still be required. on-7 -"'.7',11r7r;"'-z----':1--''. r q' •. y f v' Ly' `` N t ", . GS 143-215. 1(c) requires that an application for renewal must be filed 180 days prior to the expiration date. We have not received an application for renewal from you as of this date. A renewal application shall consist of a letter requesting renewal along with the appropriate completed and signed application form, submitted in triplicate, referenced in Title 15 of the North Carolina Administrative Code, Subchapter 2H, .0105. Primary industries listed in Appendix A of Title 40 of the Code of Federal Regulations, Part 122 (40 CFR Part 122), shall submit a priority pollutant analysis that is performed in accordance with 40 CFR Part 122.21. A processing fee must be submitted with the application. Please find attached a copy of the 15 NCAC 2B .0105(b) regulations. The processing fee for your facility is based on the design or permitted flow, whichever is appropriate, listed in the first five categories of facilities. No facility is allowed to submit a fee for the general permits listed in the fee schedule at this time since EPA has not approved our general permit. Also the Environmental Management Commission adopted rules on August 1,1988, requiring the payment of an annual fee for most permitted facilities (See Attached). You will be billed separately for that fee (if applicable), after your permit is approved. This matter should be given prompt attention in that continued discharge after the permit's expiration, without the filing of a complete and timely application for renewal, constitutes discharge without a permit and is a violation of GS 143-215. 1(a) and the Federal Clean Water Act of 1977. The application for renewal should be submitted to: Permits and Engineering Unit Division of Environmental Management P. 0. Box 27687 Raleigh, North Carolina 27611-7687 P.O.
