9. PROJECT DESCRIPTION:
The project site is located at 7 Skimmer Road on Figure Eight Island, adjacent to a canal that
connects to Banks Channel and Middle Sound, in New Hanover County. The island is accessed from
the mainland at the end of Edgewater Club Road (SR 1402), by private bridge over the Atlantic
Intracoastal Waterway (AIWW) and an earthen causeway, which traverses Middle Sound. Heading
east on the causeway, turn right on Beach Road South and travel south approximately 1.3 mile. Turn
right onto Skimmer Road and continue until you reach the property of interest. The applicant is
currently in the process of constructing a new single-family residence authorized under CAMA Minor
Development Permit No. 10-27 through the New Hanover County Inspections Department. The
property borders a canal on the southern end of the island that connects to Banks Channel and
Middle Sound. The lot has been recently cleared in preparation of construction with some remaining
upland vegetation that consists of wild grasses, sea oats and shrubbery. The lot is approximately
0.62 acre in size and averages 6 feet above mean sea level. The 72 feet of shoreline frontage is
stabilized by an existing wooden bulkhead. Located on the waterward side of the bulkhead is an area
of coastal wetlands consisting primarily of salt meadow cordgrass (Spartina patens), measuring
approximately 10 feet wide. Waterward of the mean high water (MHW) is an intertidal strip of sand,
which is approximately 10 feet wide. An existing access pier extends into the canal, measuring (78'
in length by 6' in width). A fixed uncovered platform (12' in length by 6' in width) is located on the
southern side of access pier, creating an "L-head" configuration. An access ramp leads from the
access pier onto a floating dock landing platform (8 in length by 8'in width), which then terminates
onto a floating dock (40' in length by 6' in width), which runs parallel to the shoreline. There is an
existing boatlift (12' in length by 12' in width) located on the landward side of the most northern end of
the floating dock. A floating platform "Jet Dock" (-10' in length by -7' in width) is located on the
landward side of the most southern end of the floating dock, aforementioned. The existing docking
facility currently accommodates up to four (4) slips.
The New Hanover County Land Use Plan classifies adjacent waters and high ground portion at the
property as Conservation. The waters of Banks Channel and Middle Sound are classified SA-ORW
by the Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the
N.C. Division of Marine Fisheries and they are OPEN to the harvest of shellfish.
PROPOSED PROJECT:
The applicant proposes to reconfigure an existing private docking facility to allow for the installation of
a new floating dock and boatlift into a canal connected to Banks Channel. The existing floating
docks and floating "Jet-Dock" platform would be removed and a new floating dock (16' in length by 6'
in width and 22' in length by 8' in width) that would be constructed, creating an "L-shaped"
configuration towards the north. A new boatlift (13' in length by 13' in width) would be installed on the
southern side of the proposed L-shape configuration. The existing boatlift would remain, which would
be on the landward side of the "L-shape" dock. The proposed new structures would provide docking
space for up to three (3) vessels, which would be a reduction of one slip and would be located slightly
outside the existing footprint of the existing facility towards main channel of the canal. The
application states that the existing water depth in the area of the proposed floating structures would
be approximately -4.0' to -7.0' at mean low water (MLW).

10. ANTICIPATED IMPACTS:
The proposed structures would incorporate 441 sq. ft. of Estuarine Waters and Pubic Trust Area,
which would usurp an area currently occupied by existing structures. This would also be a reduction
of 104 sq. ft. of floating platform area. Minor increases in turbidity should be expected during
construction. The proposed structures would extend approximately 88 feet into a waterbody, which
measures approximately 355 feet across. This distance would conform with both the 1/4 rule and the
established pier lengths. Based on the application, the proposed structures would not encroach into
the 15' Riparian Property Setback requirement.
