the following comments within your review of the 404 Individual Permit request for the above
referenced property:
This Office believes that an avoidance and minimization discussion should be included in the
application. It is the opinion of this Office that although the alternatives analysis impacts was
adequate, there was no avoidance and minimization discussion within the Preferred
Alternative discussion.
