There is an open channel in the wooded area about 75 feet in length between two existing 5ft X 6ft box culverts. The open channel segment is lined with broken concrete, side slopes are approximately 2:1 and is approximately 13 feet deep. Observed air conditioning condensate discharges to the storm drain system draining to the channel from buildings in the downtown area contribute to flow in the channel. The general land use in the area is mostly Industrial/commercial with some residential. 3b. List the total estimated acreage of all existing wetlands on the property: 0 3c. Explain the purpose of the proposed project: The overall PTRP North District Phase 1 project purpose is to improve existing streets in the area and rehabilitate a number of vacant buildings in the area previously owned by R. J. Reynolds Tobacco Company to medical research, comercial, resturant and residential uses. The subject site within the project area will consist of removing the existing concrete, asphalt and other infrastructure on site to construct an open space park with amenties such as walks, benches, ampitheater. Several park options are under consideration by the owner. 3e. Describe the overall project in detail, including the type of equipment to be used: The overall project includes onstreet parking and sidewalk improvements to Patterson Ave. that will extend approximately 20 ft into the channel section. The subject site within the overall project area will remove existing concrete, asphalt and infrastructure and install a 5ft X 6ft box culvert in the channel segment to connect the two existing 5ft X 6ft box culverts. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Early in the schematic design stage the design team did consider trying to incorporate the existing channel section into the design of the park. However, the existing channel section is an open portion of a piped storm drain system serving the downtown area, is lined with broken concrete, is 13 feet deep with 2:1 side slopes, and is dead (ie devoid of aquatic life) per Sue Homewood with DWQ. Due to its depth and close proximity to Patterson Ave. the team found that the channel section could not be incorporated into the design and leaving it in place would significantly limit the design, use and purpose of the proposed open space park and street improvements. The open space park, street improvements and future renovated buildings are being designed to be pedestrian oriented and encourage oudoor activities such as walking, gatherings and concerts. Installing 75 ft. of culvert to connect the existing culverts is the only alternative that would provide the needed area to allow park and street improvements to be designed and built to serve their intended purpose and would remove an unattractive potential hazard to pedestrians and vehicles. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. An approved erosion control plan for the site will be obtained and erosion control measures installed prior to any demolition or construction. 2.
