Most of the northern portion of the site is cut over and is currently dominated by herbaceous vegetation. A 200-ft wide overhead utility easement runs north-south through the eastern part of the subject property. There are several existing structures on the property that were used for a golf course that used to exist on the subject property and the property on the west side of Auburn Church Road. Current land use adjacent to the subject property includes a residential development to the northeast, a large building under construction to the north, several rural residences and forested areas. The project consists of a 125,000 sf office building and associated driveways, parking areas and utilities. A proposed new sanitary sewer line runs along the eastern project boundary. The proposed sewer line and grading for the building footprint will result in impacts to jurisdictional streams and wetlands and Neuse buffers. Diffuse Flow Docume ntation Impacts to jurisdictional streams and wetlands have been avoided and minimized to the maximum extent practicable. All stream and wetland impacts due to the proposed new sanitary sewer installation are temporary impacts. The temporary stream impact (S1) will be completed in the dry utilizing a pump around plan in order to minimize impacts to water quality. All temporary wetland impacts will be returned to the existing grade with the top 12" of soil stockpiled separately and replaced on top of subsoil layers following construction and will be seeded with an appropriate wetland mix. There are only 0.037 acres of permanent wetland impacts proposed (Impact W4). The entire wetland is considered a permanent loss because the grading im- pact to the upper portion will cut off hydrology inputs to the rest of the wetland. The permanent wetland impacts affect Wetland I, which is the lowest quality wetland on the site due to having been clear cut and not having a direct connection to any other surface water. This impact is necessary due to grading for the required building pad. Neuse buffer impacts are required for the installation of the proposed sanitary sewer line. Buffer impacts have been avoided and minimized by keeping the sewer corridor out of the buffer throughout most of its length. Buffer impacts were unavoidable at the crossing of Stream D (Impact B2) and to make a connection on the north end of the property (Impact B1). Impact B3 is required for the overflow channel for the proposed level spreader. A Sediment and Erosion Control Plan for the project will be developed and approved by the City of Raleigh, and the project will comply with the supplementary NPDES Construction Stormwater Permit (NCG010000). An official species list for the project area was generated using the USFWS IPaC regulatory review tool. The official species list identified the red-cockaded woodpecker (Picoides borealis), Neuse River waterdog (Necturus lewisi), Carolina madtom (Noturus furiosus), Atlantic pigtoe (Fusconaia masoni), dwarf wedgemussel (Alasmidonta heterodon) and Michaux’s sumac (Rhus michauxii) as federally listed species that may occur within the project area. There are no critical habitats within the project area. A survey for Michaux's sumac was conducted on October 7, 2020 by traversing transects through the areas of suitable habitat present on the site, which include the powerline ROW along the eastern portion of the property, the cutover area on the northern portion of the site and the roadside along Auburn Church Road. No occurrences of Michaux's sumac were observed during the survey. Based on the field survey, it is believed that no adverse impacts to threatened and endangered species and their known habitat will occur due to the construction of the proposed project.
