The submial for Pine Mountain Lakes, as required under Permit NC0036935 Condion A.3., has been reviewed and approved with the following
comments.

Under Collecon System it is menoned that dye tesng will be conducted. Given the dye study areas proximity to the WWTP, the detenon me in the
contact/polishing pond and the receiving streams classificaon (WS III, Tr, ORW); dye tesng may need further consideraon. The concerns are, how
much dye will need to be used, will the dye affect the WWTP and persist in the treatment units; how long will discolored water be discharged from the
WWTP. Video inspecon may be an opon to consider. If dye work is performed the ARO shall be nofied prior to the date of any dye work.

You inquired as to whether an Authorizaon to Construct (A to C) would be required prior to adding aeraon and a liner to the chlorine
contact/polishing pond. Please refer to the link below regarding acvies requiring an applicaon for an A to C. If you have quesons about an A to C
