The proposed project, Emergency Watershed Protection (EWP)
Streambank Repair: Site 1 & Site 2, is located within the Ellerbe Creek
riparian corridor, northeast of Interstate-85 in Durham County, North
Carolina. The area surrounding the project is largely composed of
residential housing and scattered commercial development. The proposed
project is part of a larger undertaking that is proposing to repair and
stabilize streams at four sites and to repair and maintain several existing
aerial waterline and sewer crossings that experienced damage during
Hurricane Florence. Site 1 and Site 2 of this larger undertaking consists of
the repair and stabilization of a length of Ellerbe Creek and an unnamed
tributary to Ellerbe Creek as well as the repair and maintenance of three
existing aerial utility crossings. After discussions with the USACE, it is
assumed that the project will qualify for authorization under both a
Nationwide Permit 3 (Maintenance) and a Nationwide Permit 27 (Aquatic
Habitat Restoration, Enhancement, and Establishment Activities).
The proposed stream repair will include the grading of damaged and
unstable stream banks to match natural channel contours, the placement
of rip rap and boulder toe protection along the stream banks to provide
stabilization, and the installation of rip rap embankment protection at
drainage swales to prevent future erosion and sedimentation. The project
is also proposing the construction of log J-hook riffles within the stream to
establish grade control, facilitate sediment transport, and enhance aquatic
species habitat. As part of the stream repair, stream banks that have been
graded and disturbed will be replanted with live stakes, bare roots, and
herbaceous plugs to promote vegetation establishment and restore the
overall function of the riparian buffers.
In addition, Site 1 and Site 2 of the project proposes to perform
maintenance repairs on three existing aerial utility crossings that were
damaged during Hurricane Florence. As part of this repair and
maintenance, an existing aerial waterline crossing will be converted to an
underground trenchless crossing that will be directionally drilled below the
stream substrate. To repair damage at two existing aerial sewer crossings,
gaps between supports and carrier pipes will be grouted in place and pipes
will be properly strapped to supports.
