Since the proposed project does not comply with local regulations, the Division cannot move forward with the application. Your staff has indicated that several local appeals are underway and a decision is expected within 90 to 120 days. If you are able to submit a completed application within 120 days, we will resume our review. Otherwise you will be required to resubmit a complete package including the $860 application fee. Please note that the draft NPDES permit for this proposed development received significant public interest. If a complete application is submitted (at any time), the Division will likely schedule a public hearing to solicit additional comments before a final decision is made. MISCELLANEOUS CORRSPONDENCE/DOCUMENTATION 2 SECTION I INTRODUCTION The Glen at Flat Rock is a planned retirement living and single-family residential communit in Henderson County, approximately 2.6 miles southwest of Hendersonville, North Carolina and is located on Crab Creek Road. The Glen at f Flat Rock is planned to consist of approximately 256 independent living units, a health care center consisting of an 18 unit assisted living center and a 60 room skilled care center, and 43 lots of single-family residential development with lots ranging from 1 to 3.75 acres each. The health care center will also contain a 280 seat main dining room and a 24 seat staff dining room as well as a laundry facility operated by the staff of the center. In order to facilitate the desired development, the developer of The Glen at Flat Rock has commissioned McGill Associates to explore the possibility of constructing a wastewater treatment plant to serve the proposed development. This study evaluates alternatives for the treatment and disposal of wastewater from the proposed facilities. The alternatives have been evaluated on an estimated construction cost basis as well as a present worth basis over a twenty- year operations period. The alternatives that have been evaluated are: • Alternative No. 1 - No Action iAlternative No. 2 - Connection to the City of Hendersonville's Publicly Owned Treatment Works • Alternative No. 3 - Connection to Privately Owned Treatment Works Alternative No. 4 — Individual and Community Subsurface Systems • Alternative No. 5 — Surface Water Discharge Through NPDES Permit ' System • Alternative No. 6 — Drip Irrigation 9 SECTION II DESCRIPTION OF NEEDS As previously described, The Glen at Flat Rock will consist of approximately 256 independent living units, a health care center consisting of. an 18 unit assisted living center, and a 60 room skilled care center, and 43 lots of single-family residential development. In order to develop the property in this manner, it will be necessary to provide wastewater treatment and disposal services for these proposed improvements. A location map of the project area is included in the appendix of this report. The estimated wastewater flows generated by the proposed project are shown in Table II-1 below. JM,T, AL WASTEWATER FL0--- 60 gpd, ® Based on the alternatives discussed below, it is proposed to obtain an NPDES permit and construct a wastewater treatment plant with a capacity of 90,000 GPD to serve the above described facilities. . SECTION III WASTEWATER TREATMENT ALTERNATIVES The following is a discussion of the alternatives available to the ownership of The Glen at Flat Rock for the wastewater disposal alternatives. Included in this discussion are estimates of the capital costs of each alternative, as well as a i present worth calculation for the 20-year planning period. The costs will be used to compare the various alternatives, and to make recommendations for the wastewater disposal needs of the proposed facilities. All costs are based on historical values for the installation, operation and maintenance of similar equipment and systems. ALTERNATIVE NO. 1 — NO ACTION This alternative consists of no action being taken by the developers of The Glen at Flat Rock to provide wastewater treatment and disposal to its proposed facilities. Without an adequate method of wastewater disposal, the land could not be developed in a manner that would prove to be cost effective for the developer. Alternative No. 1 is, therefore, not an acceptable alternative and will not be discussed in further detail. ALTERNATIVE NO. 2 — CONNECTION TO THE CITY OF HENDERSONVILLE'S PUBLICLY OWNED TREATMENT WORKS One (1) public sanitary sewer system is currently located within five (5) miles of the proposed site. That system is the City of Hendersonville's wastewater collection system. As stated previously, the City of Hendersonville lies approximately 2.6 miles to the northeast of the project site. An application was made to the City of Hendersonville to provide sewer service to the project. t However, that application has been denied. Since this project lies outside the City's urban service area, the City is prohibited from providing sewer service to this project. A copy of *the documentation regarding this matter is contained in the appendix of this report. However, in accordance with the EAA Guidance 6 I provided by the State, the capital costs indicated in Table III-1 would be associated with such an alternative, if the alternative was feasible. This alternative would involve the construction of an onsite wastewater pump station and force main along Crab Creek Road that would connect to the existing system owned and operated by the City of Hendersonville. The City of Hendersonville's utility rate structure is included in the appendix of this report. A detailed listing of these items is included in Tables III-2 below. ALTERNATIVE NO. 3 — CONNECTION TO PRIVATELY OWNED TREATMENT WORKS Camp Blue Star currently operates a facility that is located adjacent. to the proposed site along Crab Creek Road. Blue Star Camps, Inc. currently is permitted to discharge up to 60,000 GPD to Mud Creek through NPDES permit number NC0036251. The capacity of the existing system is obviously not sufficient to accommodate the flow from both developments. Therefore, the developer of The Glen at Flat Rock has approached the ownership of Camp Blue Star regarding the possibility of connecting to and expanding the capacity of the existing wastewater treatment plant to accommodate the needs of both facilities. However, as indicated in the documentation in the appendix of this report, Camp 8 Blue Star has denied the developer's request to' connect to and expand the capacity of the existing plant. Camp Blue Star has also chosen to remain autonomous, rejecting the possibility of connecting to a new, larger facility designed to serve both developments and abandoning their existing plant. Therefore, alternative No. 3 is not a feasible alternative and will not be discussed in further detail. ALTERNATIVE NO. 4 — INDIVIDUAL AND COMMUNITY SUBSURFACE SYSTEM In accordance with State requirements, a soil analysis was performed on the site of the proposed development. A copy of the analysis that was completed by Kevin Martin of Soils and Environmental Consultants, Inc. of Raleigh, North Carolina is included in the appendix of this report. This soil analysis dated March. 6, 2006 concludes that soils and steep terrain on the subject site severely limit the use of individual and community subsurface systems. This issue is further complicated by the volume of wastewater flow that is estimated to be generated by this project and the area of land necessary to dispose of this wastewater volume through the use of these systems. According to the soils analysis, at least 26 acres of subsurface drain field and repair area will be necessary for this project. Due to the irregular topography and steep terrain, the system will likely have to be split into several smaller systems that could occupy as much as 60 acres. The proposed development of this site allows only a small fraction of this area to remain available for this use. Modifying the development to accommodate this requirement would render the property ineffective in accomplishing the proposed development in a manner that is cost effective for the Owner. Therefore, an offsite system must be considered for this alternative. Based on the developer's conversations with adjacent property owners, none are willing to sell property for this purpose. For the purpose of this alternative, it has t been assumed that suitable property for a disposal and repair area may be acquired within two (2) miles of the proposed development. This alternative would involve the construction of an onsite wastewater pump station and force main to the site to be utilized for wastewater disposal, as well as the subsurface disposal system itself. Table III-3 below 'indicates the capital costs associated Vol with this alternative. This cost estimate includes the purchase of land for this purpose. This estimate assumes a minimum of 40 acres necessary for the disposal area, repair area and required offsets from property lines. This land area assumes a long-term application rate of 0.40 gpd/sf for this subsurface system. Property values are based on information obtain on local tracts of land currently for sale. Details on this information are contained in the. appendix of this report. PW = $2,564,000 + ($34,800 x 12.5954) PRESENT WORTH = $3,002,320 ALTERNATIVE NO. 5 - SURFACE WATER DISCHARGE THROUGH THE NPDES PERMIT SYSTEM This alternative consists of the construction of a wastewater treatment facility on the site of the proposed project, and a discharge of the treated wastewater into Mud Creek. The treatment facility would have a design capacity of 90,000 GPD. According to information obtained from the USGS North Carolina Water Science Center, Mud Creek has an estimated 7Q10 flow yield of 0.58 cubic feet per square mile of drainage area, near the potential location of the discharge from the proposed wastewater treatment plant. The drainage area measured from USGS quadrangle maps for this area indicates a drainage area of approximately 1.59 square miles. Therefore, the estimated 7Q10 flow for Mud Creek at this location is 0.922 cfs or 0.596 MGD. At this time, it is proposed to construct a 90,000 GPD wastewater treatment facility. Although speculative limits for this new facility are not available, we have learned that a permit renewal was recently issued for the wastewater treatment 11 facility at the adjacent Camp Blue Star. Therefore, for the purpose of this evaluation, it has been assumed that a potential NPDES permit for the facility proposed by this development would contain similar limits. Sludge from the process is proposed to be transferred to a sludge holding tank, and then removed by a sludge disposal contractor on a regular basis. A schematic site plan and flow diagram for the proposed wastewater treatment plant is included in the appendix of this report. ALTERNATIVE NO. 6— DRIP IRRIGATION Alternative No. 6 includes the construction of a grease trap, septic tank(s) and tertiary filters to pre -treat the wastewater before the effluent would be applied to land in the area by a drip irrigation system. Per State guidelines, a soils analysis was performed for the proposed project. A copy of the soils analysis that was completed by. Kevin Martin of Soils and Environmental Consultants, Inc. of Raleigh, North Carolina is included in the appendix of this report. Based on information included in the analysis, an on -site irrigation system is not recommended at the flows that are anticipated to be generated by the proposed project. Based on the layout of the proposed improvements throughout the site, very little land remains available for the installation of such a system after the necessary setbacks for this system are considered. The developer has also approached adjacent landowners in the area regarding the possible purchase of additional lands to accommodate the needs of the system. As indicated by their responses in the appendix of this report, all landowners have denied the sale of 'land to the developer for this purpose. As discussed above, the proposed development of this site would allow only a small fraction of this area to remain available for this use. Modifying the development to accommodate this requirement would render the property ineffective in accomplishing the proposed development in a manner that is cost effective for the Owner. Therefore, an offsite system must be considered for this alternative. For the purpose of this alternative, it has been assumed that suitable property for a drip irrigation system may be acquired within two (2) miles of the proposed development. This alternative would involve the construction of an onsite wastewater pump station 14 i ' and force main to the site to be utilized for wastewater disposal, as well as the .drip irrigation system itself. Table III-8 below indicates the capital costs associated with this alternative. This cost estimate includes the purchase of land for this purpose. In accordance with the soils report, this estimate assumes a minimum of 31 acres necessary for the disposal area and required offsets from property lines. This assumes a system that is 100% efficient which is unrealistic. The -actual area necessary for this system would be considerably higher. Again, property values are based on information obtain on local tracts of land currently for sale. Details on this information are contained in the appendix of this report. Glen at Flat Rock Development to minimize or eliminate the need for a surface water discharge. Potential reuse options include drip or spray irrigation, industrial process or cooling water, toilet flushing, etc. Drip irrigation and spray irrigation systems were previously discussed in this report as Alternatives No. 6 and No. 7. The cost of these systems has proven to be higher than Alternative 5. 18 At this time, there are no known industries that are located near or are planning to locate a facility near The Glen at Flat Rock that could reuse the wastewater treatment plant effluent as either a process or cooling water. Using reclaimed water for 'irrigation or toilet flushing at the facilities would still involve the construction of the wastewater treatment plant and would require the considerable additional expense in the construction of a facility with more restrict discharge limits as well as the necessary effluent storage facilities. The option of plumbing facilities to use treatment plant effluent is not an economically feasible alternative, nor would there be sufficient demand to utilize the required effluent flow.. Therefore, the option of reusing treated wastewater from The Glen at Flat Rock will not be discussed further. 19 SECTION IV CONCLUSIONS AND RECOMMENDATIONS A total of eight (8) alternatives were examined for the treatment and disposal of wastewater generated by the proposed The Glen at Flat Rock development in Henderson County, North Carolina. No site -specific USGS.discharge records are known to exist for your specific location. The 7Q10 low -flow yield (expressed as flow per square mile drainage area, or cfsm) used for the previous estimates is 0.58 cfsm, based on three nearby USGS sites having sufficient data to allow for low -flow analyses. The most recent low -flow report for this area of North Carolina is USGS Water -Supply Paper 2403 "Low -flow characteristics of streams in North Carolina" (Giese and Mason, 1993). This report provides statistical relations for estimating various low -flow discharges. The area of Henderson County falls within Hydrologic Area (HA)10 that covers the Blue Ridge and western Piedmont streams. An online version of this report is accessible at http://pubs.er.usgs.gov/usgspubs/wsp/wsp2403 Using a mean annual runoff value of 2.5 to 3.0 cfsm for streams in southwest Henderson County streams, application of the HA10 statistical relation for estimating the 7Q10 discharge results in a 7Q10 low -flow yield range of 0.39 to 0.47 cfsm. Consideration, of nearby streams listed in Table 1 of this same report also identifies 7Q10 yields ranging from about 0.56 to about 0.70 cfsm, more consistent with the value used in the previous low -flow determinations. Thus in the absence of further data and analyses for sites on Mud Creek, it appears the 7Q10 low -flow yield of 0.58 cfsm is appropriate. Once you know the specific drainage area for your specific location, you apply the drainage area to the low -flow yield to obtain a flow estimate (in cfs). Hope this information is helpful.
