Please provide an agent authorization letter for the application signature. The application was signed by the County Manager. The County Manager would be the person who would sign an agent authorization letter. 2. Per the requirements of the Jordan Riparian Buffer Rule, all new stormwater conveyances from this site must be discharged through a correctly designed level spreader or other BMP that removes 30% of total nitrogen and total phosphorus. Because the bioretention area is being used in lieu of a level spreader, the DWQ considers this device to be the diffuse flow plan for new stormwater outlets A and B. Discharges from stormwater outlets A and B represent treatment volumes for all new impervious areas. Stormwater drainage patterns were altered from pre- construction patterns so that existing outlets EA and EH received the same or less flow. Therefore the diffuse flow plan would be to discharge existing outlets EA and EH the same as pre-construction discharges and to discharge outlets A and B through the proposed bioretention basin. Please provide a full-size plan sheet showing the entire site with its storm drainage system, including every inlet, outlet and conveyance device. Please show how diffuse flow requirements have been met at each proposed new stormwater outlet location. Sheet C400 shows the entire site with its storm drainage system, including every inlet, outlet and conveyance device. Outlets EA and EH are existing outlets and the flow to these outlets is equal to or less than pre-construction flows. Outlets A and B are discharged through a BMP that removes 30% of total nitrogen and total phosphorus. 4. Please address the following design issues with the bioretention area. Additional design issues may become apparent after the DWQ has the opportunity to review the supplement form and required items: • The forebays of the proposed bioretention areas should be equipped with liners to prevent stormwater from seeping through the berm and passing directly to the underdrain system without appropriate treatment. Please provide a design for the northeastern forebay. The southern forbay is separated from the bioretention cell by 15' at the base, and the bottom of the forebay is 1.3' above the stone and underdrain layer. Any stormwater migrating through the forebay berm will enter the soil media of the bioretention cell. The berm should be undisturbed clayey soils with relatively low permeability. Therefore, it should not be necessary for a liner to prevent stormwater from seeping through the berm and passing directly to the underdrain system without appropriate treatment. NCSU has requested that the forbay a planted. A liner would make it difficult for the plantings to establish and result in a denuded forebay area. There is no northeastern forebay. There is an area on the plans noted as future forebay. This area is only to show where an additional forebay would go if needed in the event the northern portion of the property is developed in the future. This future forebay would require design and permitting at the time of the future development. A section of the future forebay area has been added to sheet C401 to ensure that 3' of soil media is not placed at this location. The planting plan must show the actual location of the plants within the bioretention cell. The bioretention Planting Plan (sheet C601) has been completed to show the locations of plants within the bioretention cell. • The use of two-year, slow release fertilizer is in excess of the BMP manual's fertilizer limitations, which allow only a one-time fertilizer application to establish vegetation. Fertilizer application within the bioretention cell has been eliminated. See note 4. General Planting Specifications on sheet C601. • A scaled cross-section must be provided showing the forebay, treatment area, underdrains, media, outlet structure, sand layer, mulch, filter fabric, etc. The Cross section on sheet C401 has been revised to show the forebay, treatment area, underdrains, media, outlet structure, sand layer, mulch, filter fabric, etc. • The tree and shrub planting details should be modified to show one-half to one-third of the rootball above grade. The planting specifications on sheet C601 have been replaced with specifications provided by NCSU. These specifications more accurately reflect the details on sheet 600. • The discharge pipe should be extended to the stream bank to avoid erosion issues within the riparian buffer. The bioretention discharge pipe has been extended to the stream bank. A soil test to document the estimated elevation of the seasonal high water table must be provided. Chatham County public works department by way of a test pit has determined that the estimated elevation of the seasonal high water table at the center of the bioretention basin is 8' below the existing ground elevation or elevation 362. This would be 2 feet below the bottom of the stone and underdrain system. • The engineered soil media must have a minimum depth of three feet. The appropriate P-index for the soil media must be specified. The engineered soil media must has been revised to a minimum depth of three feet. The appropriate P-index for the soil media has be specified. (see sheet C401) • A signed and notarized Operation and Maintenance Agreement must be provided. Chatham County will be mailing the signed and notarized Operation and Maintenance Agreement under separate cover. 5. Please explain how the remaining undeveloped area on the north side of the property fronting US-64 will be utilized. There are no current plans to develop the remaining area on the north side of the property fronting US-64. The bioretention basin was oversized and an area designated for a forebay to account for any future development of this area. The proposed bioretention cell is sized for this additional impervious area so that in the future ]IF an undetermined development were to take place the bioretention cell would not have to be altered other than the design of inlet structures and a forebay.
